Overview
GovCIO is seeking a candidate for a Technical Project Manager/Cyber Security Associate to join our Health Informatics Product line, in the Office of Information Technology at the Department of Veterans Affairs. The candidate should have experience with a civil agency, preferably the Department of Veterans Affairs. The environment is dynamic, and client needs are often evolving. As such, servant leadership, problem-solving, process improvement, automation, modernization, optimization, technical delivery, Agile/SAFe, cyber security, rapid learning, and carrying the innovative mindset needed to lead our clients through conceptualization, technical delivery planning, and execution is critical in the support of product line operations. Additionally, this candidate will also support technical subject matter expertise in cyber security, VA architecture concepts, workflow, the CPI/HPI process, and managing program level initiatives and workload using SAFe methodologies and Atlassian toolsets such as Jira. This position is a US-based fully remote position with core hours of operation from Monday to Friday 8 AM to 5 PM ET.
Responsibilities
- Leverage Cyber Security disciplines such as CISSP, Security+, CISA, CISM, SSCP to guide and govern security standards across the product line.
- Provide technical support related to cyber security patterns, ATO renewals, system monitoring, and DevSecOps.
- Translate technical issues into language understandable to senior leadership.
- Assist in the ATO lifecycle including planning, submission, remediation, tracking, and governance.
- Establish and maintain processes for managing remediation of High Priority Incidents (HPI) and Critical Priority Incidents (CPI), including process improvements and executive reporting.
- Translate complex issues from multiple sources into clear, concise narratives for senior leadership.
- Maintain and automate SNOW ticket tracking in collaboration with SMEs.
- Serve as management liaison for Sub-PL operations, providing strategic direction and governance.
- Collaborate on Jira-SNOW interoperability initiatives.
- Utilize monitoring tools like SNOW, Splunk, and Power BI dashboards to support VA operations and decision-making.
- Support program management, governance, and executive reporting.
- Develop and maintain operational dashboards using tools such as Power BI, Jira, and Jira Align.
- Identify and address technical debt, working with stakeholders to reduce it.
- Guide Sub Product Line Operations to share best practices and standardize operations.
- Ensure product line compliance with VA, OIT, and OHI policies and standards.
- Improve work streams for efficiency and sustainability.
- Manage priorities, respond to data calls, and report on progress.
- Document operational approaches and project delivery strategies.
- Manage multiple projects and provide cross-functional support.
- Create strategic roadmaps aligned with organizational goals and OKRs.
- Track and report on performance metrics, recommending improvements.
- Serve as escalation point for client concerns and resolve issues promptly.
- Advise on automation, CI/CD, and other technical enhancements.
- Analyze existing processes for improvements.
- Collect and report key metrics across the Agile lifecycle.
- Support communication, risk management, scheduling, and overall project delivery.
- Monitor project schedules, risks, and budgets to meet objectives.
- Lead technical delivery from design through testing.
- Understand client business issues and perform gap analyses.
- Research and analyze information to produce artifacts like diagrams and reports.
- Present complex information clearly, using visualizations in PowerPoint and Visio.
Qualifications
Required Skills and Experience
- Bachelor’s Degree in Business, Engineering, or a technical field plus 15 years of experience; 10 years of additional experience can substitute for the degree.
- Experience managing multiple large-scale software projects.
- Experience in software development or product management lifecycle.
- Experience managing projects within the Department of Veterans Affairs.
- Experience in Healthcare IT.
- Proficiency in Microsoft Office Suite.
- Experience with Jira in Agile/SAFe environments.
- Knowledge of DevSecOps principles.
- Experience in at least 2 major cybersecurity domains in the public sector.
- Experience providing cross-functional program support.
- Ability to create and present executive summaries.
- Experience with risk management strategies.
Preferred Skills and Experience
- SAFe certification.
- PMP certification.
- Cybersecurity certifications like CISSP, Security+, CISA, CISM, SSCP.
- Knowledge of Lean Six Sigma and VA technologies.
- Familiarity with InterSystems products and EHR systems.
- Conflict management and servant leadership skills.
- Strong problem-solving, initiative, and proactive attitude.
- Ability to learn quickly and conduct independent research.
- Excellent planning, facilitation, and communication skills.
Clearance Required: Ability to obtain and maintain Public Trust/Suitability clearance at VA.
