Position Title

Technical Officer Shelter/NFI

Duty Station: Multiple Duty Stations
Classification: Professional Staff, Grade P2
Type of Appointment: Fixed term, one year with possibility of extension
Estimated Start Date: As soon as possible
Closing Date: 02 July 2024

Responsibilities

• Provide technical and administrative support for the implementation of the Shelter strategy in the immediate, short, medium, and long term.
• Coordinate and implement assigned Shelter projects in accordance to project specifications and donor requirements.
• Provide technical inputs and information for Shelter processes and assessments; track and follow up on project expenditures and burn rates; participate in Shelter project procurement efforts for supplies and services in close coordination with the Resource Management Unit and Procurement and Logistics Unit.
• Assist in organizing Shelter cluster meetings and technical working groups, following up on the necessary administrative and logistical needs.
• Maintain liaison with relevant project stakeholders, implementing partners, local officials and other counterparts; draft segments of project reports, situation reports and project updates as necessary; archive and share requested project data and information.
• Implement project Monitoring, Evaluation and Learning frameworks that support improvements to systems and processes.
• Facilitate the integration of cross-cutting issues in assigned Shelter project implementation such as Gender Based Violence (GBV), Accountability to Affected Populations (AAP), Environment and other cross-cutting issues of relevance.
• Perform such other duties that may be assigned.

Required Qualifications and Experience

• Education: Master’s degree in architecture, engineering, urban planning, or a related field from an accredited institution with two years of experience; or university degree in the above fields with four years of relevant professional experience.
• Experience: Implementing Shelter and settlement activities in developing countries, preferably in humanitarian crisis settings and supporting emergency responses; supporting and/or implementing Shelter programs in the Middle East region.
• Knowledge or experience in Water Sanitation and Hygiene (WASH), Camp Coordination and Camp Management (CCCM), Settlement Planning would be of added value.
• Cluster Coordination experience would be an added value.
• Skills: Excellent Monitoring and Evaluation (M&E) skills; managerial skills; organizational skills.
• Knowledge of computer-assisted design and modeling software such as AutoCAD.
• Ability to work with limited supervision.
• Works effectively with donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
