Job summary

RK&K is seeking an experienced Technical Manager to provide engineering leadership for municipal water and wastewater infrastructure in Central Virginia and the Mid-Atlantic. Based in Richmond, VA, you will lead planning, analysis, and design, while mentoring project teams and guiding technical standards.

You will oversee engineering studies and construction documents, ensure regulatory compliance, and collaborate with regulators and clients to deliver resilient, cost-effective solutions.

Qualifications

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or related field.
  • Minimum of fifteen (15) years of municipal water/wastewater engineering experience with design responsibilities.
  • Professional Engineer (P.E.) license.
  • Experience planning, designing, rehabilitating municipal water and wastewater systems.
  • Knowledge of regulatory requirements and industry standards.
  • Experience developing and reviewing engineering calculations, plans, specs, and docs.
  • Proven ability to lead technical teams and mentor staff.
  • Strong written and verbal communication skills; ability to convey complex info clearly.
  • Proficiency with MS Office applications (Excel, Word).

Responsibilities

  • Serve as technical lead for municipal water and wastewater projects; oversee analyses and design decisions.
  • Lead preparation and review of studies, memoranda, calculations, plans, specs, and construction documents.
  • Provide technical guidance for water treatment, distribution, and wastewater systems.
  • Evaluate complex challenges and devise practical, cost-effective solutions.
  • Guide QA/QC and ensure adherence to standards and client requirements.
  • Mentor junior and mid-level staff and support professional development.
  • Support construction phase services: submittals, RFIs, site visits, issue resolution.
  • Collaborate with PMs, clients, regulators, and internal teams for technical excellence.
  • Contribute to proposals, technical approaches, and client presentations.

Job description

RK&K is seeking an experienced Technical Manager to provide technical engineering leadership for municipal water and wastewater infrastructure projects throughout Central Virginia and the Mid-Atlantic region. Based in Richmond, VA, this role will lead the planning, analysis, and design of critical water, wastewater, and conveyance systems while serving as a technical resource and mentor for project teams. This is an opportunity to work on complex infrastructure challenges, influence technical standards, and help shape the future of municipal utility systems.

Essential Functions

  • Serve as a technical lead for municipal water and wastewater infrastructure projects, overseeing engineering analyses, design development, and technical decision-making.
  • Lead preparation and review of engineering studies, technical memoranda, calculations, plans, specifications, and construction documents.
  • Provide technical expertise for water treatment, wastewater treatment, water distribution systems, wastewater collection systems, pumping facilities, storage facilities, and related infrastructure improvements.
  • Evaluate complex engineering challenges and develop practical, innovative, and cost-effective solutions for municipal clients.
  • Guide quality, consistency, and adherence to industry standards and client requirements.
  • Conduct technical reviews and quality assurance/quality control (QA/QC) reviews of engineering deliverables.
  • Provide technical guidance, mentoring, and professional development for junior and mid-level engineering staff.
  • Support construction phase services, including submittal reviews, responses to RFIs, site visits, and resolution of technical issues.
  • Collaborate with project managers, clients, regulatory agencies, and internal disciplines to ensure technical excellence.
  • Support pursuit efforts by contributing to proposals, technical approaches, and client presentations.

Required Skills and Experience

  • Bachelor's degree in Civil Engineering , Environmental Engineering, or a related engineering discipline.
  • Minimum of fifteen (1 5 ) years of progressive experience in municipal water/wastewater engineering with significant technical design responsibilities.
  • Professional Engineer (P.E.) license .
  • Demonstrated expertise in the planning, design, rehabilitation, and evaluation of municipal water and wastewater infrastructure systems.
  • Strong understanding of applicable regulatory requirements, industry standards, and engineering best practices.
  • Experience developing and reviewing engineering calculations, plans, technical reports, specifications, and construction documents.
  • Proven ability to lead technical teams and mentor engineering staff.
  • Strong analytical and problem-solving skills with a focus on delivering practical engineering solutions.
  • Excellent written and verbal communication skills with the ability to convey technical information to both technical and non-technical audiences.
  • Proficiency with Microsoft Office applications, including Excel and Word.

Preferred Skills and Experience

  • Master's degree in Civil Engineering , Environmental Engineering, or a related field.
  • Twenty-five ( 2 5 ) years of progressive experience in municipal water/wastewater engineering with significant technical design responsibilities.
  • Experience serving as Engineer of Record for municipal infrastructure projects.
