Job summary

A-TEK Inc. in Rockville, MD, is seeking a Technical Lead / Solution Architect to guide the modernization of NIH/NIGMS applications. You will design React front ends, Python FastAPI services, and PostgreSQL data capabilities, while migrating from .NET and Oracle to modern stack.

You’ll define release plans, establish coding standards, and coordinate with DevSecOps, security, and government stakeholders to ensure secure, reliable operations. On-site role with NIH alignment.

Position Overview

A-TEK is seeking a Technical Lead / Solution Architect to guide application development and modernization for an NIH customer. The team will continue supporting production systems while migrating approved capabilities from a .NET and Oracle environment toward React, Python, and PostgreSQL. The Technical Lead will turn that transition plan into working designs, coordinated releases, and reliable operations. This position is on-site at the client location in Rockville, MD.

Responsibilities

• Lead technical design and implementation for assigned NIGMS applications, APIs, and integrations.
• Guide development of React and TypeScript front ends, Python and FastAPI services, and PostgreSQL data capabilities within the Government-approved architecture.
• Plan phased migration from legacy .NET and Oracle components. Define coexistence, data reconciliation, cutover, rollback, stabilization, and retirement criteria for each release.
• Establish practical standards for code review, API contracts, automated testing, accessibility, security, documentation, and operational handoff.
• Coordinate technical dependencies with the NIGMS DevSecOps organization, cloud and platform teams, security staff, system owners, and other contractors. Maintain clear ownership of decisions and interfaces.
• Support production issue resolution and corrective maintenance while protecting capacity for modernization work.
• Review architecture and release evidence, identify technical risks early, and explain options and tradeoffs to Government stakeholders.
• Help validate undocumented business rules and application flows with users and subject matter experts.
• Evaluate approved automation methods for generating draft design, test, or HHS Enterprise Performance Life Cycle documentation from code and delivery records. Ensure qualified staff review all resulting artifacts.

Required Qualifications

AWS Solutions Architect Professional Certification

• Demonstrated experience leading the design and delivery of enterprise applications through a phased modernization.
• Experience designing APIs and integrating applications with identity, data, and enterprise services.
• Experience with relational database design and migration, including PostgreSQL and legacy database environments.
• Experience deploying and supporting applications in AWS using containers, CI/CD pipelines, infrastructure as code, monitoring, and secure development practices.
• Ability to lead developers, review technical work, resolve cross-team dependencies, and communicate clearly with program and technical stakeholders.
• Experience maintaining production service while delivering substantial application changes.
• Ability to meet applicable NIH suitability and system-access requirements.

Preferred Qualifications

• Experience with React, FastAPI, GraphQL federation, Amazon EKS, and Oracle-to-PostgreSQL migration.
• Experience supporting NIH, HHS, or comparable federal health information systems.
• Familiarity with HHS Enterprise Performance Life Cycle documentation, federal security authorization processes, and Section 508 accessibility requirements.
• AWSDevOps Engineer Professional, or another relevant advanced AWS certification.
• Experience using automated analysis or AI-assisted tools to prepare draft technical documentation and test assets, with appropriate data controls and human review.

Compensation

• Salary Range: $170,000 – $180,000 annually (commensurate with experience)
