Job summary

Office of the Director of National Intelligence (ODNI) seeks a highly experienced Technical Lead (GS-15) to provide strategic direction for mission-critical IT systems within the NCSC/ODNI framework in Bethesda, MD. The role oversees program management, architecture decisions, and cross‑agency coordination to counter national security threats.

Qualifications

• Extensive knowledge of IT program management principles and lifecycle methodologies.
• Expert leadership and oversight in managing complex IT projects with high risks and multiple interfaces.
• Strong understanding of DevSecOps, CI/CD, containerization, and cloud integration for IC missions.
• Deep knowledge of national security requirements and IC organizational structures.
• Budget formulation/management for multi-year IT programs and resource allocation.
• Experience with federal contracting processes and COTR responsibilities.
• Excellent written/speaking communication and stakeholder management skills.
• Proven ability to lead through influence in matrixed federal environments.

Responsibilities

• Provide leadership and oversight to complex IT projects or programs with ill-defined requirements and multiple interfaces.
• Develop and maintain technical roadmaps aligned with IC priorities; guide architecture decisions and modernization plans.
• Lead budget formulation and program execution, including lifecycle costs and funding strategies.
• Serve as COTR or GTM for contracts, overseeing contractor performance and deliverables.
• Directly supervise IT Program Managers and foster a high-performance team culture.
• Represent the program in governance bodies and cross-agency coordination forums.
• Other duties as assigned to support ODNI mission objectives.
