Job description

Technical IT Project Manager

Location: Washington, DC / Hybrid

Employment type: Contract w2/1099/C2C

The district government’s Procurement Automated Support System (PASS) Modernization Project is replacing the existing on‑premises procurement management system with a new state‑of‑the‑art cloud solution (Oracle). The Technical IT Project Manager will support the client by providing technical feedback and coordinating work across partner agencies responsible for updating system architecture, data warehousing, and integration with key District systems, including the Contracts and Procurement Transparency Portal. The Project Manager will report to the Project Management Office of the Division of Systems, Data & Performance. This position will leverage technical project management expertise to oversee planning, coordination, integration, and reporting activities to ensure all technology components are delivered on time, within scope, and in alignment with the overall modernization strategy.

Qualifications
  • Minimum education: Bachelor’s degree in IT, related field, or equivalent experience.
  • Experience: 16 years managing IT projects or major technical workstreams within large, complex modernization efforts; coordinating or managing the work of partner agencies, third‑party vendors, or external technical teams; strong leadership, facilitation, and decision‑making skills; ability to track risks, actions, issues, and decisions (RAID) and maintain well‑organized project documentation; written and verbal communication skills with the ability to clearly communicate complex technical information to executives, program leaders, and non‑technical users; experience working within Agile Scrum project‑management methodologies (10 years); strong understanding of data‑warehouse environments, data integration concepts, and enterprise reporting or transparency platforms (8 years); experience coordinating system architecture updates, API integrations, interface development, or cloud‑based solution components (8 years); familiarity with cloud platforms such as Azure, AWS, or Oracle Cloud and modern system‑integration patterns (6 years); knowledge of System Integration Testing (SIT) and User Acceptance Testing (UAT) processes and facilitation of cross‑team issue resolution (5 years); proficiency in Microsoft Office Suite and collaboration tools including Teams and SharePoint (5 years); knowledge of data warehousing solutions such as Databricks (2 years); knowledge of Oracle Cloud Fusion (highly desired 2 years).
  • PMP or other project‑management certification: Required.
  • Hybrid schedule: Willing to work 4 days onsite and 1 remote day.
