Job summary

The Pennsylvania State University’s Applied Research Laboratory (ARL) seeks an experienced Technical Engineering Project Manager to lead day-to-day execution of complex projects within the Undersea Systems Office. Location will be Keyport, WA, with on-site work and periodic travel as needed.

Ideal candidates have strong technical foundations, program management experience on Navy programs, and eligibility for access to Top Secret/SCI; duties include coordinating multi-disciplinary teams,

Qualifications

• Significant project management experience on US Navy programs.
• Strong written and verbal communication skills.
• Ability to translate engineering concepts into fielded systems.
• Eligibility for access to Top Secret/SCI level or higher.

Responsibilities

• Provide operational leadership for one or more technical projects aligned with customer requirements.
• Coordinate with multi-functional teams to meet milestones and approvals.
• Oversee technical reviews, risk management, and status reporting to sponsors.
• Support transitions from research to development or field-ready systems.
• Assist with proposal planning, schedule estimates, and technical input as needed.
