Position Summary

The Technical Document Manager (DoD Programs) is responsible for leading the planning, development, and coordination of technical documentation supporting Environmental and Military Munitions Response Program (MMRP) projects. This role ensures that all documents meet applicable regulatory, client‑specific, and organizational standards while mentoring documentation personnel and coordinating closely with Program and Project Managers. The position may also provide technical guidance on CERCLA, RCRA, PFAS investigations, UFP‑QAPP development, and other environmental restoration activities.

Key Responsibilities
Leadership & Oversight
  • Serve as the Technical Document Manager, ensuring staff are trained and compliant with company documentation policies and procedures.
  • Supervise and mentor Document Leads and documentation personnel.
  • Act as Document Lead for select projects, managing document planning, development, and finalization.
  • Coordinate with the Quality Control department to incorporate lessons learned identified through the quality process.
  • Manage deliverable schedules in coordination with Project Managers and communicate priorities to Document Leads and Quality Control staff to support effective resource planning.
Project Coordination
  • Identify documentation needs and prioritize deliverables with Program and Project Managers.
  • Manage Document Leads preparing work plans, technical reports, and UFP‑QAPPs.
  • Forecast documentation resource needs and perform resource leveling.
Technical Excellence
  • Lead or oversee preparation of environmental work plans, reports, and UFP‑QAPPs.
  • Serve as a technical resource for field processes and procedures, no fieldwork or travel is required for this position.
  • Ensure compliance with CERCLA, RCRA, and client-specific requirements.
  • Monitor and implement emerging environmental guidance and technologies.
  • Provide technical advice to teams and support proposal development.
Qualifications
  • Bachelor’s degree in a relevant scientific or engineering field (required).
  • 15+ years professional experience, including 5+ years supporting large DoD/Federal environmental or MMRP projects.
  • Experience with CERCLA, RCRA, and DoD environmental programs.
  • Experience developing work plans, technical reports, and UFP‑QAPPs and coordinating technical staff.
  • Preferred: experience with USACE, AFCEC, AEC, NAVFAC, PFAS investigations, and MMRP.
  • Strong written and verbal communication skills.
  • Preferred certifications/licensure (one of the following): PE, PG, CHMM, or ASQ certification(s).
