• Experience producing system-level documentation such as SRS, ICDs, and API specifications.

• Produce System Requirements Specifications (SRS), Interface Control Documents (ICDs), and API specifications for system enhancement workstreams with architects and engineering teams.
• Develop data flow diagrams, sequence diagrams, and context diagrams to document system interactions and data exchanges.
• Facilitate technical requirements workshops with architects, developers, and data engineers to capture design decisions.
• Maintain the requirements traceability matrix linking technical requirements to business goals and program objectives.
• Review and provide feedback on Technical Design Documents (TDDs) and API specs within five business days.
• Support testing by providing system test scenarios and expected results documentation.
• Participate in code review activities from a requirements-traceability perspective.
• Serve as the documentation bridge between business BAs and technical teams.

About the Opportunity

DMI is seeking a Technical Business Analyst to support the Federal Program. This individual occupies a unique bridge role within the EPMO, embedding engineering teams to capture system-level requirements while maintaining a clear line of sight back to the business problems that drove the work. The Technical BA ensures that what engineers are building is technically sound, traceable to business goals, and documented in a way that supports Government oversight and long-term system maintainability.

Duties and Responsibilities

• Produce System Requirements Specifications (SRS), Interface Control Documents (ICDs), and API specifications for system enhancement workstreams in collaboration with the Solution Architect and engineering teams
• Develop data flow diagrams (DFDs), sequence diagrams, and context diagrams to document system interactions and data exchanges across system platforms
• Facilitate technical requirements workshops with architects, developers, and Data Engineers to capture system-level design decisions formally
• Maintain the requirements traceability matrix linking technical requirements back to business goals and program-level objectives; update with each sprint or major design change
• Review and provide written feedback on Technical Design Documents (TDDs) and API specifications within five (5) business days of receipt to verify alignment with documented requirements
• Support testing teams by providing system test scenarios, expected results documentation, and interface behavior specifications
• Participate in code review activities from a requirements-traceability perspective, verifying that implemented functionality matches specified requirements
• Serve as the documentation bridge between business-facing BAs and technical engineering teams, ensuring that requirements are expressed in terms both audiences can understand and act on

Qualifications

Education and Years of Experience

• Bachelor's degree in computer science, Information Systems, Systems Engineering, or a related field required
• Minimum 5 years of technical business analysis experience, including at least 3 years producing system-level documentation in a federal IT environment

Required Skills & Certifications

• Proficiency in user story writing, acceptance criteria development, and sprint backlog management
• Experience with Jira, Azure DevOps, or equivalent Agile project tracking tools
• Strong written communication skills; ability to produce clear, structured requirements documents and meeting minutes
• Experience with UAT coordination and defect triage in a federal IT environment
• Familiarity with EPLC documentation standards and federal requirements management practices preferred

$95,914.50
