Scope of Work:

Capio Group is looking for an experienced Technical Architect to work as part of a team to provide Information Technology support to the client services that are currently supported by multiple client systems. These systems duplicate data and functionality in silos, preventing cross-analysis and lacking modern work automation tools for process improvement. The team will support the system within the agreed-upon schedule and standards, focusing on driving process improvement and standardization to enhance efficiency, reduce redundancy, and streamline workflows across systems. The client aims to modernize these systems to better address outcome disparities, ensure high-quality services, collaborate with partners, report on key outcomes and metrics, and support innovation and payment reform.

As part of the team, the Technical Architect will be responsible for:

• Providing coordination, oversight, and leadership for analysis, planning, design, implementation, documentation, assessment, and management of IT architecture and infrastructure in alignment with the client’s technical vision, standards, mission, goals, and business processes.
• Supporting planning and prioritization of modernization efforts to ensure system longevity.
• Working with client’s program areas and technical teams to determine scalable architecture.
• Developing and presenting implementation plans and roadmaps to client executives.
• Collaborating with healthcare plans, oversight agencies, and federal partners to secure support for proposals.
• Engaging with stakeholders to understand current system processes and challenges.
• Assisting clients in establishing and prioritizing OKRs to improve system processes.
• Discovering and documenting opportunities for achieving OKRs through business process re-engineering and technology enhancements.
• Identifying affected programs, user types, and user journeys.
• Documenting scenarios that solutions need to address and their importance to OKRs.
• Writing proposals and documenting solution alternatives.
• Working with technical teams to determine scalable architecture for solutions, aligning with enterprise architecture and infrastructure initiatives.
• Developing and presenting future system plans to clients.

Mandatory Experience:

1. Minimum of 8 years in systems development, analysis, programming, and testing.
2. At least 3 years in architecting large-scale & complex IT systems in the last 5 years, with definitions provided.
3. At least 3 years in Infrastructure as Code with tools like Terraform or AWS CloudFormation in the last 5 years.
4. At least 3 years in migrating server-based applications to container-based or serverless architectures in the last 5 years.
5. At least 1 year in Agile/SCRUM methodologies in the last 3 years.
6. Bachelor’s degree in an IT or engineering field; additional experience may substitute for education.
7. Providing at least two references from similar projects.
8. Experience with Medicare/Medicaid/Medi-Cal programs in the last 5 years.

Desirable Experience:

1. Experience working with Medi-Cal, Medicaid, or Medicare IT systems in the last 5 years.
