Job description

Technical Analyst – Child Support System Modernization

Location:Remote

Salary:$110-170k

Sabot Consulting is seeking a highly experienced and detail-oriented Technical Analyst to support the modernization of a Statewide Child Support Services System. The ideal candidate will conduct system-level analysis, support the development of technical documentation, and participate in gap analysis and feasibility assessments. This role requires strong technical analysis skills, proficiency in federal and state regulations, and the ability to translate functional needs into system specifications.

Responsibilities:

• Conduct system-level analysis for current vs. future state architecture, interfaces, and technical requirements
• Support development of technical documentation including Interface Control Docs, System Diagrams, and Architectural Analysis (Deliverables 1 and 2)
• Participate in gap analysis, feasibility assessments, and technical solution identification for system modernization options
• Draft and validate technical requirements in the BRD and RTM
• Support evaluation of vendor proposals and system specifications during the DDI RFP process
• Provide tactical project support and logistics for coordination with internal teams and external stakeholders
• Prepare presentations, status reports, and written responses for state and federal entities
• Lead knowledge transfer activities, document repository setup, and project communications
• Support facilitation of collaborative sessions, SME outreach, and process alignment across workstreams
• Draft and edit content for IAPD submissions and stakeholder briefings
• Track stakeholder engagement and manage communications calendar
  
  

Must Have:

• Bachelor’s degree or higher in Computer Science, MIS, or related technical field
• 7+ years’ experience in system analysis or technical architecture roles in state government or child support systems
• Strong understanding of legacy system decommissioning, interface protocols, and data architecture
• Ability to translate functional needs into system specs and evaluate modern cloud-based platform options
• Strong communication and stakeholder coordination capabilities
  
  

Nice To Have:

• Familiarity with Medicaid, IV-D systems, or health/human services transformation
• Masters or Doctorate degree in a relevant technical specialty, such as computer science, management information systems, computer engineering, or software engineering from an accredited university
