Job summary

The National Nuclear Security Administration (NNSA) seeks a Senior Technical Advisor to provide specialized advisory and analytical support across waste management, materials management, nuclear safety, and enterprise mission support.

Job description

The Senior Technical Advisor provides specialized advisory and analytical support to the National Nuclear Security Administration (NNSA) in areas including waste management, materials management, nuclear safety, and enterprise mission support. The position serves as a subject matter expert to federal leadership on approaches for engaging technical expertise across the NNSA enterprise, informing planning and coordination activities that directly support pit production and other national security missions.

The role requires deep familiarity with DOE/NNSA operations, federal program management, and acquisition planning processes, together with the ability to translate mission requirements into actionable advisory recommendations. Work is performed with a high degree of independence and requires senior-level presence, sound judgment, and the ability to engage effectively with federal executives, national laboratories, and interagency stakeholders.

The pay rate for this position is $110.00/hour.

Essential Duties and Responsibilities (including but not limited to)

• Provide senior technical advisory support to NA-ESH leadership on approaches for engaging subject matter expertise across nuclear safety, waste management, materials management, and related technical disciplines.
• Provide critical evaluation and advisory recommendations on acquisition approaches under consideration by NA-ESH leadership, including innovative approaches tailored to unique enterprise mission needs.
• Conduct market research and provide analysis of available capabilities to inform NA-ESH internal acquisition and procurement planning.
• Assist federal personnel in structuring actionable milestones and decision points that align technical engagements with mission objectives.
• Assist in the preparation of internal planning documents, technical requirements, and enterprise coordination materials for federal review and use.
• Develop written advisory memoranda, technical recommendations, and market research summaries.
• Support cross-organizational coordination between NA-ESH, Defense Programs (NA-10), national laboratories, and site partners.
• Participate in working groups, stakeholder meetings, and interagency coordination as requested.
• Identify risks, issues, and opportunities for process improvement in NA-ESH enterprise mission delivery.
• Provide technical support for audits, assessments, and program reviews as required.
• Perform other duties as assigned in support of program objectives.

Minimum Qualifications

• Bachelor's degree in Engineering, Business, Public Administration, Physical Science, or related field.
• Twenty (20) years of progressive federal experience in program management, acquisition support, or technical program leadership within the Department of Energy, NNSA, or a comparable federal nuclear or defense enterprise.
• Demonstrated experience advising senior federal executives on program strategy, enterprise coordination, and acquisition-related planning.
• Working knowledge of DOE Orders, NNSA program operations, and federal acquisition processes.
• Active or ability to obtain a DOE/NNSA Q clearance.
• Valid driver's license with a clean driving record.

Preferred Qualifications

• Master's degree in a related field.
• Direct experience supporting NA-ESH, NA-10 Defense Programs, or comparable NNSA Headquarters organizations.
• Experience leading or supporting high-value ($100M+) federal source selections or program acquisitions in a Contracting Officer, COR, or senior technical evaluator capacity.
• Experience supporting enterprise training, workforce development, or knowledge management initiatives across the DOE complex.
• Experience working with national laboratories, production facilities, and interagency partners.
• Graduate of the Senior Executive Service Candidate Development Program (SESCDP) or comparable federal executive development program.
• Experience and knowledge of Alaska Native cultures.

Generally, indoor office environment with frequent interruptions, often noisy, high paced atmosphere with tendencies of having an extremely heavy workload. While outdoors may be subject to site conditions, changes in temperature, weather conditions and noise levels.

Physical Demands

Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place within the office with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 2 hours; occasional lifting of up to 25 pounds such as small office equipment, files, stacks of paper, reference and other materials.

Work is generally performed in an office setting with ability to speak and receive phone communications often. Work requires computer usage with strength, dexterity, coordination, and visual acuity to use keyboard and video display terminal and other office equipment.
