Job summary

Kaimetrix, located in Fort Belvoir, Virginia, is seeking a highly skilled Technical Advisor II to provide senior-level subject matter expertise, strategic advisement, and technical support across various mission areas including Cyber and Electronic Warfare.

The ideal candidate will have extensive program management experience and a strong background in military or civilian intelligence. This role also requires an active DoD TS/SCI clearance and offers a comprehensive benefits package including medical, dental, and 401(k) options.

Qualifications

  • 10+ years of military or civilian intelligence experience in SIGINT, GEOINT, HUMINT, CI, OSINT.

About the role

Kaimetrix is seeking a highly skilled Technical Advisor II to provide senior‑level subject matter expertise, strategic advisement, and technical support to the INSCOM G‑7 directorate. This role supports emerging capability efforts and modernization initiatives across Aerial/Space, Terrestrial, Cyber, Electronic Warfare (EW), Architecture, and Data Literacy mission areas. The ideal candidate will excel in strategic planning, technical evaluation, stakeholder engagement, and modernization support across multidiscipline intelligence domains.

What you’ll do
1. Strategic Modernization Support
  • Support INSCOM ACOS G‑7 priorities and Lines of Effort with expert advisement on emerging capabilities and modernization programs.
  • Provide executive‑level consultative services across INSCOM and technical organizations.
  • Contribute to DOTmLPF‑P analyses, Army modernization activities, transformation efforts, and strategic planning.
  • Assist in developing Strategic Plans, Army Campaign Plans, Intelligence Master Plans, manpower reports, POM inputs, and acquisition documentation.
  • Design and lead contractor‑developed pilots for potential INSCOM Quick Reaction Capabilities (QRCs).
2. Technology Engagement
  • Produce technical documentation supporting capability assessments, technology engagements, evaluations, and modernization planning.
  • Support assessments and pilots involving software‑ and hardware‑intensive systems using best‑practice lifecycle planning and risk‑mitigation methods.
  • Facilitate DoD/IC technology engagement events, including technical exchange meetings, demos, and briefings—producing minutes, reports, and technical outputs.
  • Manage industry and IC engagements to identify solutions addressing INSCOM capability gaps.
  • Develop system design and engineering documentation aligned with DoD, Army, IC, and DoDAF architectural standards.
  • Develop and sustain INSCOM G‑7 knowledge management, modernization documentation, and enterprise architecture products.
  • Support upskilling initiatives and best‑practice implementation across modernization and project‑management domains.
  • Contribute to innovation efforts and modernization lines of effort across the command.
  • Frame modernization impacts, opportunities, and strategic implications for senior Army Intelligence leadership.
Qualifications
  • Education & Experience
  • Master’s degree with 10+ years of program/project management experience

  • Bachelor’s degree with 15+ years of program/project management experience
  • Minimum 10 years of military or civilian intelligence experience in one or more areas:
  • SIGINT
  • GEOINT
  • HUMINT
  • CI
  • OSINT
  • Collection Management
  • Experience supporting Multi‑Domain Operations (MDO) or Data Literacy initiatives.
Preferred Experience
  • 5+ years planning and executing synchronization/coordination events such as:
  • IPRs
  • Operational Planning Teams
  • 5+ years leading or advising intelligence modernization or innovation initiatives (stakeholder engagement, objective development, industry/military interface).
Security Requirements
  • Active DoD TS/SCI clearance required at time of hire.
  • Expert understanding of Army, DoD, and IC modernization frameworks and processes
  • Ability to translate complex technical concepts into executive‑level communication
  • Strong strategic‑level communication and briefing skills
  • Ability to manage and influence government, military, and industry stakeholders
  • Proficiency developing DoDAF‑aligned architecture and modernization documentation
  • Demonstrated leadership in innovation, capability development, and modernization initiatives
