The Tech Policy Fellow will support BSA’s advocacy on state privacy legislation. The Tech Policy Fellow will develop a deep knowledge of existing state privacy laws and new state privacy legislation. The Tech Policy Fellow will be responsible for identifying and tracking state privacy legislation in the 2026 legislative sessions, which begin in January. The Tech Policy Fellow will identify and assess new state privacy bills as they are introduced, including identifying specific bills and general issue areas that are priorities for BSA member companies. The Tech Policy Fellow will report to the Managing Director, Policy, and will work closely with members of the BSA policy team.

The fellowship is a paid position and will last between four and six months. It can be either remote or based in BSA’s Washington DC office. The Tech Policy Fellow will begin work in January 2026, with potential for earlier onboarding in fall 2025. Our ideal applicants are recent college graduates or current graduate students with the skills to assist our policy team by tracking, reviewing, and supporting BSA’s advocacy on state privacy legislation. Candidates must be able to work a minimum of 15 hours per week and up to 30 hours per week.

For candidates that are in graduate school, BSA is flexible with school schedules, but candidates should be available during regular business hours at least three days each week. Candidates that prefer to work remotely should have a quiet space to work, reliable internet access, and the ability to respond quickly to requests.

Professional Experience and Qualifications:

  • College graduate. Prior work experience or internships in policy, technology, or related fields is a plus.
  • Strong interest in privacy policy, advocacy, and the global software industry.
  • Excellent research and analytical skills.
  • Attention to detail along with excellent organizational, problem-solving, and time management skills.
  • Strong writing and editing skills, oral communications, and listening skills.
  • Ability to work in a team environment.
  • Eager to thrive in a fast-paced environment, collaborating effectively with BSA policy staff, outside agencies, consultants and member companies.

Key Responsibilities:

  • Track and review state bills on comprehensive consumer privacy during the 2026 state legislative sessions.
  • Compare new state privacy bills with existing state privacy laws and identify priority issues for BSA members.
  • Support BSA’s advocacy on state privacy legislation, working closely with members of the BSA policy team.
  • Help conduct research projects, compile resources, monitor issues, develop statistics, and collect case studies.
