Job summary

The Congressional Black Caucus Foundation, Incorporated (CBCF) seeks a Tech Braintrust Fellow & Operations Specialist to serve as the operational lead, technical subject matter expert, and administrative liaison for CBCF Tech Braintrust. Working with co-hosts Rep. Horsford and Rep.

Qualifications

• Master’s degree in technology policy, public policy, or related hybrid field.
• Strong grounding in national technology policy issues (AI governance, broadband, data privacy, cybersecurity, tech equity).
• Demonstrated experience in executive administration, project management systems, workflow automation, and board management.
• Proven track record in coordinating high-level panels, national convenings, or congressional/policy events.
• Excellent written, verbal, and interpersonal communication with interface capabilities with Members of Congress, corporate executives, and advisory board members.

Responsibilities

• Shape policy agendas and high-level strategy with Tech Braintrust leadership and CBCF stakeholders.
• Develop research and content for nationwide convenings, panels, and policy roundtables.
• Monitor technology policy trends and legislative developments to inform the four-year plan.

• Provide end-to-end event logistics and program operations for convenings and experiential opportunities.
• Maintain digital infrastructure and tracking tools for seamless execution.
• Oversee milestone tracking and report program impact to leadership and stakeholders.

POSITION SUMMARY

The Tech Braintrust Fellow & Operations Specialist serves as the primary operational lead, technical subject matter expert, and administrative liaison for the CBCF Tech Braintrust. Working directly with Tech Braintrust co-hosts— Rep. Steven Horsford and Rep. Emanuel Cleaver —and CBCF leadership, this role sits at the intersection of technology policy, high-level project management, and advisory board administration.

The ideal candidate possesses deep subject matter expertise in emerging technology policy alongside robust operational, administrative, and logistical capabilities. This individual will manage the implementation of a strategic four-year plan focused on nationwide convenings, national policy discussions, and high-impact experiential events.

KEY RESPONSIBILITIES

1. Tech Policy Content & Strategic Thought Leadership

• Interface directly with Tech Braintrust Congressional leadership and CBCF stakeholders to shape policy agendas and high-level strategy.
• Develop, research, and curate content for nationwide convenings, panels, and policy roundtables.
• Monitor emerging technology trends, legislative developments, and policy frameworks to inform the strategic four-year plan.

2. Advisory Board Administration & Stakeholder Liaison

• Serve as the central point of contact and liaison between Tech Braintrust leadership, CBCF, and the Tech Braintrust Advisory Board.
• Coordinate, prep, and execute the three (3) annual Advisory Board meetings, including agenda setting, briefing materials, and minutes.
• Support board member engagement, tracking financial support commitments, event co-hosting opportunities, and strategic advisory contributions.

3. Event Logistics & Program Operations

• Provide end-to-end administrative, technical, and logistical support for all Tech Braintrust convenings and experiential opportunities.
• Manage event communications, speaker coordination, run-of-shows, venue/platform setups, and attendee coordination.
• Maintain organized digital infrastructure, databases, and operational tracking tools for seamless execution.

4. Four-Year Strategic Plan Execution & Monitoring

• Oversee and monitor the milestone tracking, implementation, and measurable outcomes of the strategic four-year plan.
• Track program impact and prepare comprehensive reports for internal leadership, co-hosts, and external stakeholders.

QUALIFICATION AND REQUIREMENTS

• Education: Master’s degree required, with specific academic achievement, coursework, or published research in technology policy, computer science, public policy, or a related hybrid field.
• Technical Expertise: Strong grounding in national technology policy issues (e.g., AI governance, broadband access, data privacy, cybersecurity, tech equity).
• Administrative & Operational Mastery: Demonstrated experience in executive administration, project management systems, workflow automation, and board management.
• Event Management: Proven track record in coordinating high-level panels, national convenings, or congressional/policy events.
• Communication Skills: Exceptional written, verbal, and interpersonal skills with the ability to interface confidently with Members of Congress, corporate executives, and advisory board members.
