Telesolv Consulting has an immediate opportunity to work with the Federal Government as a Team Lead / Sr. IT Contract Specialist enabling you to have an Active Public Trust Clearance.
Please note: This is a W2 position. We are not currently offering 1099 or C2C work at this time.
This position is remote with periodic office visits for meetings.
Duties / Responsibilities
- Provide Business Management Support and Procurement Services in non-inherently governmental areas to include acquisition and procurement planning, package/documentation development, entry and maintenance of procurement data in supporting asset management and property systems
- Provide all required support to assist the Government with refining and improving government developed; documentation/publications of business processes, Standard Operating Procedures (SOPs), and other foundational policies, processes, and documents to support customer operations
- Assist in identifying, extracting, and aggregating data used to facilitate responses to enterprise data calls, information requests, and contribute to customer's process, quality, and efficiency improvement efforts
- Provide support to the Government in the development of acquisition and procurement packages for enterprise software, hardware, supporting maintenance, software assurance, and extended support
- Provide assistance to the Government personnel with contracting process from initiation to award, providing support for the procurement planning process, tracking of procurement milestones, and entry and maintenance of procurement related data in the enterprise asset management and property management systems
- Assist the Government personnel in refining and improving Government developed:
- Statements of Work (SOW) and Performance Work Statements (PWS)
- Information Technology Acquisitions Review (ITAR) Requests
- Contract Data Requirements Lists (CDRLs)
- Market Research
- Action Planning Forecast System (APFS) Record
- Independent Government Cost Estimate (IGCE)
- Justification for Other than Full and Open Competition
- Acquisition Plan
- Contracting Officer’s Representative (COR) Nomination
- Oversee daily work obligations for assigned team members, ensuring tasks and projects are completed timely and in accordance with the Statement of Work.
- In addition to fulfilling acquisition responsibilities for clients such as USCG C5ISC, the Team Lead/Senior IT Contract Specialist will serve as a strategic asset to TeleSolv’s Corporate Office by actively contributing to the development and advancement of internal capabilities.
Job Description
- The position plays a leading role in the training and upskilling of TeleSolv’s acquisition personnel.
- This includes planning and delivering periodic knowledge-sharing sessions, such as informal brown bag discussions and topic-focused seminars, to cultivate learning in an interactive environment.
- These sessions shall address relevant trends in Federal acquisition policy, practical interpretation of FAR regulations, and the strategic application of market research and source selection techniques—enhancing the competency and confidence of acquisition teams throughout the company.
- Equally vital is the incumbent’s involvement in TeleSolv’s business development efforts.
- The individual will provide acquisition insight during the proposal lifecycle by offering writing support, contributing to solution design, and conducting critical reviews of proposal sections related to acquisition processes, strategy, and compliance.
- The incumbent’s understanding of procurement frameworks will also inform opportunity qualification and competitive positioning in the federal market.
- The position contributes substantively to the company’s quality and process improvement efforts.
- As part of TeleSolv’s ongoing pursuit of ISO certification and alignment with CMMI and Six Sigma frameworks, the incumbent will assist in the documentation and evaluation of internal practices, offering recommendations that reflect leading acquisition standards.
Minimum Qualifications
- U.S. Citizen
- Active Public Trust clearance, or the ability to obtain and maintain one
- Knowledge of Federal Acquisition Regulations, and at least 24 months of recent experience (within the last 48 months) in government contracting and procurement as part of a government agency or as a contractor providing acquisition support services to a government agency
- Bachelor's degree
- Five (5) years of proficiency in MS applications: Word, Excel, PowerPoint, and Outlook
- Ability to communicate effectively, both orally and in writing
- Ability to draft statements of work, performance work statements, statements of objectives, work orders, service level agreements, organizational level agreements, system specifications, and acquisition plans and Information Technology Acquisition Reviews (ITAR)
- Ability to conduct detailed research and analysis of technical data
- Ability to read and interpret acquisition policy, regulations, and directives
Preferred Qualifications
- Demonstrated proficiency in Microsoft Office 365, Microsoft Project, and Microsoft SharePoint
- Project Management Professional (PMP) certification from the Project Management Institute (PMI)
- FAC-C or equivalent certification

Background Investigation
This position requires that you obtain a background investigation from our client. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check. The government has varying tolerances, with mitigating circumstances, for issues in all of the categories. The government is essentially looking to confirm that you are generally in good financial standing, up to date on your tax filings, rehire eligible with your prior employers, and have adhered to any federal restrictions on illegal drug use, including marijuana, in addition to other checks related on your character and trust worthiness.
