The mission of the Texas Commission on Law Enforcement, as a regulatory State agency, is to establish and enforce standards to ensure that the people of Texas are served by highly trained and ethical law enforcement, corrections, and telecommunications personnel.
Our Educational Services Division
TCOLE's Educational Services division ensures law enforcement training excellence in Texas. We develop and oversee curriculum standards for peace officers, jailers, and telecommunicators, and collaborate with diverse stakeholders to create relevant training materials that enhance public safety and promote professional excellence statewide.
Who We’re Looking For
The Texas Commission on Law Enforcement (TCOLE) is seeking an Instructional Designer (Education Specialist IV) to join the Educational Services Division located at 6330 E HWY 290, Suite 200, Austin, TX.
The Instructional Designer (Education Specialist IV) performs advanced (senior-level) consultative and technical assistance work related to agency educational programs involving planning, developing, and monitoring educational programs; and providing consultative and technical assistance to internal and external stakeholders, including law enforcement academies, agencies and other governmental agencies. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
The salary range is $61,184 – 73,563.00. The Job Class for this position is 0824 and salary group is B23.
PLEASE NOTE: This position involves exposure to sensitive subject matter, such as (but are not limited to) sexual assault, homicide, traumatic events, physical abuse, juvenile justice, and mental health disorders.
Examples of Work Performed
Plans, develops, and implements curriculum and e-learning materials utilizing adult learning principles, ADDIE methodology, Bloom's Taxonomy, and other instructional frameworks.
Creates diverse educational resources including instructor-led presentations, e-learning modules, job aids, workflow diagrams, and interactive learning experiences across various delivery methods.
Conducts training needs analysis with cross-functional teams to identify requirements and determine appropriate learning solutions and objectives.
Develop, maintain, and review Instructional Resource Guides (IRGs) to ensure clarity, accuracy, and instructional effectiveness.
Collaborates with subject matter experts to gather content, ensure accuracy, and build effective working relationships for material development.
Manages training projects, including timelines, deliverables, quality assurance, and coordination with all stakeholders.
Monitors legislative requirements and analyzes potential impacts on training programs, developing recommendations for policy and curriculum adjustments to maintain compliance.
Builds and maintains course content in learning management systems (LMS), including multimedia components and enterprise system documentation.
Develops evaluation methods including course assessments, instructor evaluations, and exam questions to measure learning outcomes and program effectiveness.
Conducts quality assurance reviews and implements effective techniques for evaluating programs, recommending actions to improve effectiveness.
Simplifies complex concepts and writes instructional text, copy, and scripts for diverse audiences and training needs.
Reviews and analyzes educational program functions, identifying gaps, process improvements, and learning paths to produce more effective programs.
Prepares administrative reports, responds to information requests, and creates materials for specialized projects or presentations.
Consults with internal and external stakeholders to resolve problems, identify training needs, and discuss program effectiveness.
Determines appropriate instructional methodologies and delivery formats; may deliver training sessions.
