This position is a Special Assistant to the Director for the Office of Water.

HERE’S WHAT YOU’LL BE DOING

  • Provide highly advanced consultation as Special Assistant to the Director for the Office of Water (OW) of the Texas Commission on Environmental Quality (TCEQ).
  • Assist the Director with overseeing the daily office operations, including office policies, procedures, strategic planning, performance metrics, and budgetary issues; ensure the execution and completion of assigned activities across the Office; provide advice and counsel the Director on proposed courses of actions concerning daily Office activities, plans, policies, and procedures.
  • Coordinate and provide high level oversight, guidance, and support of the Office’s biennial legislative processes, including the requests and bill analyses; evaluate the impact and implementation of proposed and new developments and/or federal and state legislation on Office operations, assist with evaluating new/ proposed state and federal rule makings and reports on their effect on the Office; serve as a liaison and coordinator for intergovernmental relations; assist with coordinating the review of rules proposed for promulgation by the Office.
  • Assist with preparing, reviewing, and coordinating Office’s responses to inquiries from the Commissioners, the Executive Director, the External Relations Division, the Intergovernmental Relations Division, and stakeholders, as directed; serve as primary point of contact and coordinator of responses for external media relations across the Office, as directed; and provide testimony on legislation and Office activities, as assigned.
  • Lead, conduct and/or participate in special technical projects involving policy, regulations, technical reviews, business programs, and administrative operations. Prepare and review highly technical documents and reports regarding Office matters, and present the information to the Commissioners, Executive Office, the legislature, Legislative Budget Board, and other parties as assigned. Represent the Office in internal and external meetings, hearings, seminars, and workshops; serve as interoffice and intraoffice liaison and representative on agency functions, as assigned.

KEY QUALIFICATIONS

  • Experience communicating with agency commissioners, executive leadership, government entities (state/ federal), elected officials, and the public, presenting technical or regulatory information in a public forum; and communicating with the media in writing.
  • Experience evaluating and/or developing program policies and procedures.
  • Experience working with water quality and availability, drinking water, wastewater regulatory functions and emergency response.

REQUIRED EDUCATION & EXPERIENCE

A bachelor’s degree from an accredited college or university plus six years of full-time experience managing, coordinating, overseeing, and/or in conducting project management in relevant areas of project assignment.

One year of additional experience may substitute for each year (30 semester hours) of the required education.

OR

A graduate degree in public administration, business administration, environmental resource management, planning, or an area relevant to the position, from an accredited college or university, plus four years of the required experience.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Office of Water.
