Job summary

Department: Department of Economic Development – Financial Support Division

Position Type: Exempt / Full-Time

Salary: Tier 15 ($56,702.00 – $92,140.00)

Supervises: Credit Administration Coordinator; Credit Administration Assistant

Reports to: Director of Economic Development

Position Summary

Oversees the financial health, lending operations, and program development of the Tigua Community Development Corporation (TCDC), CDFI. This role serves as the vital financial architect, building economic sovereignty for the Tigua community.

Essential Functions
  1. Maintain and support the Tigua Community Development Corporation (TCDC) as a certified Community Development Financial Institution (CDFI), including development and implementation of operational plans, policies, and procedures.
  2. Manage lending operations, financial resources, funding activities, and compliance with applicable CDFI, tribal, and program requirements.
  3. Analyze business viability, cash flow, creditworthiness, collateral, and underwriting factors to evaluate loan applications and assess overall credit risk.
  4. Prepare and present loan recommendations and supporting analysis to the Board Loan Review Committee.
  5. Process loan applications from intake through closing, ensuring completeness, accuracy, compliance, and timely processing within established guidelines.
  6. Collaborate with the DED staff and partner agencies to meet portfolio goals, program objectives, and customer service standards.
  7. Provide technical assistance, credit repair referrals, and borrower support services, including coordination with the Small Business Specialist to ensure completion of educational requirements.
  8. Manage portfolio performance activities, including monitoring high-risk loans, overseeing collection efforts, managing the Loan Loss Reserve (LLR) (CECL), and conducting borrower site visits as needed.
  9. Prepare strategic plans, technical reports, public relations documents, and required quarterly and annual reports for funding agencies and stakeholders.
  10. Develop and maintain outreach, marketing, and community engagement efforts to promote TCDC programs, strengthen branding, and expand participation.
  11. Coordinate and host TCDC Board meetings in accordance with Corporation bylaws and support related administrative activities.
  12. Participate in meetings, community initiatives, and development activities that support economic opportunities for targeted eligible tribal community.
  13. Other duties as assigned.
Minimum Requirements
  • Bachelor’s Degree (Master’s preferred) from a four‑year accredited university in Business Management, Finance, Economics, Public Administration or related field; Nationwide Mortgage Licensing System Certification.
  • Five years (5) experience as a small business loan underwriter at a CDFI, bank, non‑bank SBA lender, credit union or other financial institution.
  • Must possess a valid Texas driver license and be insurable.
  • Must be able to successfully pass a post‑offer drug screen and a criminal history background investigation.
Knowledge, Skills, and Abilities

Familiarity with CDFI and SBA lending; ability to underwrite small business loans in a medium to high volume environment; experience in applying lessons learned from defaulted loans and businesses that have closed; ability to adhere to the TCDC bylaws, policies, and laws of Ysleta del Sur Pueblo; strong analytical, math and auditing skills with willingness to use qualitative and quantitative data in decision making; superior communication and customer service skills and an ability to adapt to providing services in a culturally responsive manner; demonstrated self‑starter who goes beyond job description to make sure goals are achieved; very organized, detail‑oriented, fast and comfortable with various software programs, including loan management software and Microsoft Office products; ability to meet deadlines with high level of accuracy; team oriented; ability to thrive and contribute in an entrepreneurial, team‑oriented and mission‑driven environment; must be able to efficiently handle multiple tasks; ability to listen and to understand information and ideas presented orally and in writing; must have the ability to communicate through oral and written expression; must have technical writing and researching skills; ability to demonstrate leadership, planning, management, and interpersonal skills; must have critical thinking skills using logic and reasoning to identify strengths and weaknesses of alternative solutions, conclusions or approaches to tribal program problems; knowledge of business and management principles involved in strategic planning, resource allocation, and leadership techniques; ability to direct, coordinate and evaluate the work of others; ability to travel overnight; ability to work effectively as part of a team dedicated to collaboration of tribal initiatives through consensus building, conflict resolution, and problem solving.

Physical Requirements

While performing the essential functions of this position, the employee is frequently required to sit, talk, and hear. The employee is occasionally required to reach with hands and arms. The employee is occasionally required to lift up to 25 pounds. The vision requirements include: close vision, peripheral vision and ability to adjust focus.
