Brief Job Description

Under the minimal supervision of the Regional Medical Director (RMD) or designee, and with extensive latitude for the use of initiative and independent judgment, performs highly advanced (senior-level) program management and specialized clinical consultative nursing work directing the regional Tuberculosis (TB) Elimination and Control and Hansen’s Disease Programs. The position serves as the primary regional expert, clinical consultant, and resource for field clinic nursing staff, local health authorities, private medical providers, and community partners regarding complex TB case management, diagnostic screening protocols, and nursing workflows. Work involves planning, developing, executing, and evaluating the regional TB and Hansen’s Disease programs to ensure strict compliance with Texas Communicable Disease Law, OSHA standards, and CDC/IDSA/ATS clinical guidelines. This role focuses entirely on programmatic administration, contract monitoring, clinical data analysis, and consultative and technical oversight. Orchestrates regional consultative planning and clinical direction during large-scale public health emergencies or major TB outbreaks.

Essential Job Functions (EJFs)

(20%) Guides TB Elimination Division Program and Hansen’s Disease program to meet Regional State and CDC objectives. Develops program performance measures and evaluates TB and Hansen’s Disease Programs. Reviews, audits and analyzes Regional and Local Health Department (LHD) TB program services, containment and surveillance activities to ensure that case management, disease investigation/intervention and contact management activities are in accordance with Regional, State and CDC recommendations and policy. Analyzes program statistical data and reports to identify trends/populations at-risk and problem areas, and to direct resources for proper operational response. Directs staff in the collection and compilation of data for program reports; reviews for quality and approves for submission. Coordinates to obtain, analyze and submit reports for LHDs; provides technical assistance on reporting.

(20%) Provides TB technical and clinical services. Maintains a cooperative working relationship with state, regional, LHDs, public health officials, correctional facilities and community health care providers. Provides nursing consultation utilizing knowledge of current medical practices (screening/diagnostic procedures/treatment guidelines); arranges expert physician consultation services for complex TB cases (MDR-TB and pediatrics). Reviews and evaluates epidemiological (contact investigations) procedures; provides guidance and instruction to public and private health care providers on conducting sound disease investigations and contact management. Reviews, monitors and analyzes disease investigations, reviews/prioritizes high-risk cases and suspects to ensure all contacts are identified, screened, examined and followed according to standard of care. Reviews and monitors high-risk cases/suspects weekly to ensure appropriate case management and treatment according to standard of care and treatment guidelines; provides consultation and intervention for case management of treatment regimens that deviate from policy and protocol. Develops regional policies/protocols and standard operating procedure manuals in accordance with State, Regional and CDC guidelines.

(15%) Develops, reviews and revises standing delegation orders (SDOs) for physician approval. Provides internal and external health care providers with current medical/epidemiological guidelines, SDOs, state/regional policies and resources, and distributes current TB literature. Evaluates educational/training needs to meet program objectives. Develops, disseminates and/or provides education/training for TB professional and non-professional healthcare providers; includes development and update of TB clinical competencies/skills checklists. Provides clinical case management, contact investigation and disease intervention in the community and in clinic settings. Provides direct client services according to approved SDOs or physician orders; educates clients/families. Documents client services according to program and nursing licensure requirements. Provides leadership within the cross functional Disease Control & Prevention team for TB case finding and targeted screening of high risk populations.

(15%) Provides consultative clinical and technical services to agency program staff, other governmental agencies, LHDs, correctional facilities, community organizations and health care providers that serve populations at-risk to ensure a high standard of practice for TB control activities; assists the general public as needed. Identifies, networks and coordinates with local, regional, state, interstate and international partners to ensure the provision of client services. Conducts Quality Assurance TB Program reviews for LHDs, correctional facilities and regional clinics as required. Communicates effectively with internal and external customers, including clients/families. Represents the region and agency at meetings and conferences. Regularly updates direct supervisor and regional director on program issues/activities; obtains guidance and assistance when appropriate. Member of regional management meetings; serves as manager-in-charge, as requested.

(15%) Supervises professional, technical and administrative program staff. Responsible to develop and maintain current job descriptions and performance standards; interviews, selects, hires and dismisses staff according to agency policy. Provides orientation and training relevant to job duties; assigns work. Ensures appropriate mentoring of staff, and oversees professional nursing care delivered by TB nurse staff. Delivers performance evaluations; makes recommendations for raises and merit awards; addresses performance issues through established processes in consultation with supervisor. Approves employee travel, time and leave requests, considering program needs. Conducts regular staff meetings.

(10%) Manages program budget to effectively utilize resources. Monitors available funds and coordinates with regional administration to adjust budget, as needed. Provides recommendations for TB funding formula and other budget decisions impacting the region and LHDs. Serves as liaison between LHDs and central office TB Program. Determines need for necessary supplies and equipment; approves purchases within budget authority.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location

Knowledge Of

Knowledge of local, state, and federal laws and procedures pertaining to Tuberculosis/Hansen’s Disease and disease surveillance

Registrations, Licensure Requirements Or Certifications

Must possess an active, unencumbered license to practice as a Registered Nurse (RN) in the State of Texas, or hold a recognized multistate compact license through the Nurse Licensure Compact (NLC).

Must possess and maintain a current Basic Life Support (BLS) or CPR certification from an agency-approved provider.

Must possess a valid Texas Class C Driver’s License and maintain an acceptable driving record.

Initial Screening Criteria

Current unencumbered Texas RN license (or compact equivalent); BSN required (Master’s preferred); Minimum 4 years of experience as an RN in a public health clinic, infectious disease setting, or epidemiology environment; Minimum 2 years of experience in a program coordinator, clinical consultant, or project leadership role (direct personnel supervision is not required, but leadership of programmatic workflows is).

Additional Information

Willing to work hours other than 8:00 a.m.-5:00 p.m. Must provide own transportation. Must be willing to travel to geographical areas where our patients reside.
