The NYC Department of Health and Mental Hygiene seeks a Program Management Officer to oversee financial planning and administrative functions within the Bureau of Tuberculosis Control. This role involves collaboration across divisions, team management, and the execution of strategic planning, making a direct impact on public health initiatives.
The mission of the Bureau of Tuberculosis Control (BTBC) is to prevent the spread of tuberculosis (TB) and eliminate it as a public health problem in New York City. The BTBC goals are: 1. To identify all individuals with suspected or confirmed TB disease and ensure their appropriate treatment, ideally on a regimen of directly observed therapy. 2. To ensure that individuals who are at high risk for progression from latent infection to active disease (e.g., Contacts of active cases, immunocompromised individuals, recent immigrants from areas where TB is widespread) receive treatment for latent Infection and do not develop disease.
Position Summary:
The Bureau of TB Control seeks a Program Management Officer (PMO) to oversee and coordinate all bureau financial planning, budget management, and administrative and human resources functions, which involves liaising with Division of Disease Control leadership, as well as working across teams within the Bureau of TB Control. The PMO will oversee a small team of finance and HR staff and will report to the Assistant Commissioner.
Job Duties and Responsibilities:
- Oversee and coordinate Bureau of TB Control financial planning and budget management across multiple grants and other funding sources to strategically support the most effective and efficient use of bureau resources; collaborate across bureau offices to plan for and anticipate needs and respond to new needs.
- Conduct fiscal analysis on bureau spending to inform budgeting and planning, including the following:
- Evaluate cost-effectiveness, cost-benefit, and cost-utility of bureau programming to inform improvements and efficiency.
- Engage in cost analysis and feasibility studies of public health intervention programs.
- Perform economic evaluations and health impact assessments to identify the fiscal consequences and accompanying health effects of internal and external budgetary policies, plans, and programs at the federal, local, and state levels. Health impact assessments will create an opportunity to minimize risks and capitalize on opportunities to improve health.
- Generate financial variance reports to provide a comprehensive economic assessment of bureau budgeting and spending.
- Lead research projects, including data analysis and relevant literature reviews, to prepare comprehensive reports and recommendations related to topics such as: staff compensation in public health titles such as public health nurses, city medical specialists, social workers, etc.
The feasibility of contracted out human services program models, deliverables, level of services, and reimbursement structures.
- Provide bureau leadership with fiscal guidance and expertise on economic impacts of alternative programs, policies, and legislative proposals affecting TB in NYC.
- Oversee and coordinate bureau administrative and human resources functions, including leading strategic hiring discussions and implementing decisions.
- Oversee and coordinate Bureau of TB Control office operations, including supply orders, equipment, and managing the Bureau fleet.
- Support planning, coordination, and execution of priority Bureau events.
- Coordinate between division administrative staff and bureau leadership on all matters related to contracts and procurement needs, financial planning and budget management, and human resources.
- Liaise between bureau leadership and Health Department administrative, finance, and human resources leadership to address bureau needs and respond to requests.
- Liaise with the Bureau of Public Health Clinics on matters pertaining to the operation of the TB Clinics.
- Manage a small team of finance, HR, and operations staff.
Preferred Skills:
- Experience with fiscal analysis, budget management, financial planning, and contracts.
- Experience with human resources management and planning.
- Ability to manage multiple priorities and competing demands in high-paced environment while maintaining professionalism.
- Ability to work collaboratively across multiple teams to meet a shared goal.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
