Job summary

Pinellas County Tax Collector seeks a Tax Operations Analyst to handle complex tax services, maintain tax roll accuracy, and support centralized tax processing operations. The role requires collaboration with multiple agencies and departments to ensure timely reporting and compliance.

The position emphasizes advising staff on tax technologies, preparing notices, and coordinating with the Clerk of Court and other authorities. A Florida driver’s license is required.

Qualifications

  • Three (3) years of experience in the Tax Operations department of a Florida Tax Collector's Office, including mentoring.
  • Possession and maintenance of a valid State of Florida Driver’s License.

Tax Operations Analyst

Location: 29399 US Highway 19 North, Clearwater, FL 33761

Work Schedule: Monday – Friday; 8:00 a.m. – 5:00 p.m.

The role performs professional, technical, and analytical tax services assignments covering a variety of Pinellas County Tax Collector offices tasks to support operations, for overall maintenance, and review of property tax, tangible tax, bankruptcy, homestead liens, tax roll corrections, tax deed, statistical records, payments, receipts, fixed assets inventory, and accountability for the Pinellas County Tax Collector's tax roll loading operations; supports multiple agencies and departments operations that require centralized and comprehensive services for maintenance and processing of county-wide tax collections, balancing, reporting, and recordkeeping systems covering activities including, but not limited to, contract administration, quality assurance, certificate sale activities, court/tax deed applications, complex tax account analysis, assessment and evaluation of tax operations procedures, complex tax administration and projects, and serves as a departmental expert in specialty area of various ad valorem and non-ad valorem taxes.

What Will You Do?

  • Performs as an individual contributor with a primary role for complex and critical tax services completingassignments,taxoperationtasks,reviews,andexaminingsystemsdataorinformation implementingproceduresand administrativesteps fora recognized complex and moredifficult combination of assignments orsubject mattersdetermined essentialtotax operations;

  • Analyses and initiates action to address the various ad valorem and non-ad valorem transactions for one ormorewell-definedtaxoperations,programs,supportsystems,oroveralltaxreportingactivityonacombinationofregular,highlycomplex,andadvanced assignments, forexample,establishes taxoperationstemplatesand procedures, makes exception system corrections, or completes operations-wide analysis and tax roll loading reconciliationsrelatedtocorrectionsfortaxrecordsandresources;

  • Works with Property Appraiser's office, vendor, and other Tax Collector departments by reviewing and creating millage rates, new taxingdistrictsand exemptions to ensure the tax rollisaccurateand collection openstimelybased on Florida Statute requirements;

  • Responsible for advising and guiding lower level staff on the use of tax technologies and approaches to ensure the development and delivery of effective solutions to meet business objectives and works in close consultation and collaboration with key team members and business stakeholders (such as, vendors, departmentmanagers, taxing authorities, other county departments, Department of Revenue, etc.) and will be required to both gather and translate business requirements into solutions, as well as manage delivery to agreed schedules;

  • Responsible for preparing and filing annual tax notices, quarterly tax notices, reminder notices, delinquent notices, warninglettersand certified court hearing notices;

  • Ensure advertisement data is complete andaccurateand advertised in the manner as required by Florida Statute requirements for public notice of the tax roll opening, tax certificate auction for unpaid real estate taxes and warrant hearing for unpaid tangible taxes (delinquentaccounts);

  • Identifies,documents,tracks,analyses,andreportsonlitigationcasesinvolvingcontestedassessments, foreclosures, and forfeitures-making necessary orrequiredchanges tothetaxrollandcollectionof funds;

  • IssuesflagonallaccountsintaxsystemtoensurecollectioneffortsarehaltedduetoBankruptcyCourt requirements to the automatic stay set by the court;

  • Performs open/closefunctionsoftheofficeandauditprocessincludingqualityverification ofwork.

  • Answers complex customer inquiries following set standards andexpectationswhileassistingcustomers withvariousaccountactivitiessuchaspaymentapplication, fixedduedates,deferrals, payment installments, refunds, bill discrepancies, etc.;

  • Performstaxoperations-initiatedresearchandspecialprojects;

  • Reviewsandmonitorscountyandstatelegislationrequirementsandpreparesorganizationforanypending affected changes;

  • Advancedknowledgeof investigativeprinciplesand techniques,includinginvestigationand definitionof problem areas, conducting studies, prepares reports recommending solutions orcourse ofaction;

  • Workswithtaxingauthoritiesoninterlocalagreementsregardingnon-advaloremassessments;

  • Maintains,administers,and operatesTaxSysand other tax relationaldata processingsystems,data entry,and retrieval for both routine and highly specialized tax operations;

  • Analyzesandverifiesdailyreports,researches,andresolvesproblems;

  • Overseesthecollectionandreceipt offundsunderFloridaStatutes,rules,andregulations;

  • Oversees andassistsothers processing andcreation of homestead bills,monitorstatus offile,and work withthe Clerk of Court in final resolution;

  • Provides technical supervision to staffmaintainingand compiling computer-generated spreadsheets, tracking performance, and auditing daily work;

  • Performs and/orassistsin the daily office operations, other reports, reconcilingTaxSys, may fill in for supervisory or managerial staff in their absence, when assigned, and performs special administrativeprojects;

  • Performsotherrelatedjobduties asassigned.

What Do You Need?

  • Three (3) years of experience in the Tax Operations department of a Florida Tax Collector's Office to include a minimum of six (6) months of experience serving as an in-house trainer or mentor and a minimum of two (2) years of experience in problem solving, logical progression, analyzing, organizing, and evaluating research; or

  • An equivalent combination of education, training, and/or experience.

  • Possession and maintenance of a valid State of Florida Driver’s License upon hire.

  • Candidate to demonstrate more advanced proficiency, competency, and satisfactory completion of regularly assigned work in an independent manner. Appointing Authority retains discretion to employ an incumbent at this level or advance the incumbent non-competitively or competitively, after a candidate meets the minimum qualifications to an in-line career ladder position within the same organization or department.
