SUMMARY OBJECTIVE:

The purpose of this position is to appraise residential construction and improvements to determine the assessed value for tax purposes. Manage property listings by performing field inspections of real property, inspect exterior improvements, and record new construction. Utilizing CAMA systems to perform daily tasks, annual tasks, and reappraisal tasks.

This class works under general supervision, independently developing work methods and sequences.

ESSENTIAL SAFETY FUNCTIONS:

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Enters real estate data into database, inputs parcel information for the appraisal process and calculates the assessed tax value.
  • Reviews permits and listings to determine a field visit is required to set new or adjusts tax assessments on properties throughout the County
  • Appraises residential dwellings by accurately measure outside dimensions of buildings and document the appraisal with sketches, images, and an appropriate listing of building components.
  • Performs work involving appraisal of new and existing construction, parcel slips and combinations and sales.
  • Research and gathers information to render an accurate judgement of value.
  • Communicates with taxpayers concerning tax values on properties in the county.
  • Prepares reports to defend the County's tax valuation on appeals to the Board of Equalization and Review and the Property Tax Commission.
  • Performs related work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • General knowledge of the principles and practices of real estate appraising for assessment purposes
  • General knowledge of building construction
  • Working knowledge of the State laws relating to real property assessing
  • Ability to read and understand structural building construction plans and specifications;
  • Ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values
  • Ability to write clear and concise reports
  • Ability to deal effectively with the public and other employees.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
  • High School Graduation or GED equivalent.
  • Two (2) years of real estate valuation or related experience or an equivalent combination of education, training, and experience.
SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:
  • Requires certification as a Real Property Appraiser from the North Carolina Department of Revenue within two (2) years of employment.
  • Requires certification as a Personal Property Appraiser from the North Carolina Department of Revenue within two (2) years of employment.
  • Requires certification as a Real Property Appraiser with the North Carolina Association of Assessing Officers within three (3) years of employment.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or skill, adeptness and speed in the use of the fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
