Job summary

OpenGov seeks a Talent Enablement Manager to design and deliver learning experiences that build capability across the organization. You’ll partner with SMEs to surface needs and translate them into scalable programs, from leadership development to e-learning modules and in-person workshops.

You’ll own the full enablement lifecycle, working with HRBPs and business partners to drive performance outcomes and measurable impact across a fast-paced public-service software company.

Qualifications

  • 6+ years of experience in Learning & Development, Talent Enablement, Learning Experience Design or a related people development function.
  • Demonstrated experience designing and delivering both in-person and e-learning training programs.
  • Strong proficiency in slide-based content design; ability to translate complex concepts into clear, compelling learning materials.
  • Experience building e-learning content using authoring tools.
  • Proven ability to consult with and influence stakeholders to define learning needs and drive program adoption.
  • Experience using AI-native tools to accelerate workflows, build content and improve efficiency.
  • Strong written and verbal communication skills.
  • 4 days a week in office (Tuesday-Friday)

Responsibilities

  • Partner with subject matter experts and business leaders across the organization to identify capability gaps and design targeted learning solutions, including leadership programs, manager development, onboarding, and role-specific training
  • Own end-to-end development and delivery of learning programs — from needs analysis and content design through facilitation, iteration, and measurement
  • Build engaging e-learning modules and blended learning experiences using authoring tools and digital platforms, ensuring content is accessible, scalable, and high quality
  • Facilitate in-person and virtual training sessions for individual contributor and manager audiences, adjusting delivery style and format to context and learner needs
  • Consult with HRBPs and business partners on team-specific enablement needs, serving as a strategic thought partner on how learning can drive performance outcomes
  • Manage multiple concurrent projects with clear timelines, stakeholder communication, and delivery accountability across the organization
  • Measure learning effectiveness through post-training assessments, survey data, and business outcome tracking — using insights to continuously improve program design
  • Stay current on learning trends, instructional design best practices, and emerging tools, including AI, bringing forward new approaches that strengthen the team's capabilities
  • Design AI powered workflows to magnify impact of enablement programs and accelerate content delivery

Job Summary

OpenGov builds software that powers a more effective, accountable government — and the people who make that mission possible need to grow. The Talent Enablement Manager is a key architect of that growth, designing and delivering learning experiences that build capability across the organization. From leadership development programs to e-learning modules and in-person workshops, this role owns the full lifecycle of enablement — partnering with subject matter experts to surface what matters most and translating it into learning that sticks. This is a high-impact role for a practitioner who blends instructional design craft with strong consulting instincts and a genuine passion for how people develop.

Responsibilities

Requirements and Preferred Experience
  • 6+ years of experience in Learning & Development, Talent Enablement, Learning Experience Design or a related people development function

  • Demonstrated experience designing and delivering both in-person and e-learning training programs

  • Strong proficiency in slide-based content design; ability to translate complex concepts into clear, compelling learning materials

Preferred Experience
  • Bachelor's degree in Education, Organizational Development, Human Resources, Business, or a related field, or equivalent work experience

  • Prior experience in an instructional design-focused role

  • Experience in a SaaS or technology company environment

  • Familiarity with LMS platforms and SCORM-based content delivery

  • Background in a facilitation or instructional design methodology

  • Knowledge of leadership development frameworks and experience designing programs for manager and executive audiences

  • Experience using analytics to measure and communicate program impact

Compensation

Chicago, IL: $120,000 - $136,600

On target ranges above include base plus a portion of variable compensation that is earned based on company and individual performance.

The final compensation will be determined by a number of factors such as qualifications, expertise, and the candidate’s geographical location.
