The Recruiting Senior Specialist is responsible for providing staffing services to field and office positions for the Fluor Federal Solutions business Line. This position delivers high quality technical and professional candidates while guiding hiring managers and candidates through the selection process. This individual will perform “full life cycle” recruiting and maintain excellent relations with hiring managers, candidates, and the Intelligence Community at-large. A wide degree of creativity, independent judgment, near- and long-term recruiting vision, business understanding, and personal organization is required.

•Confer with assigned project and hiring managers to develop a thorough understanding of the personnel needs and workforce planning strategies. Use that understanding to identify appropriate candidates for current and potential open positions.
•Work with assigned project and hiring managers to open requisitions in Brass Ring for their project needs.
•Create and present pre-screening questions to hiring managers for collaboration and approval if needed.
•Initiate and maintain excellent working relations within the Human Resources organization.
•Proactively keep hiring managers and other stakeholders informed on the status of various recruiting assignments through verbal and written communication.
•Work cooperatively with all members of the staffing team to develop and implement staffing plans and activities.
• Develop and maintain a network of contacts, including the Intelligence Community, colleges and diverse professional organizations, to help identify and source qualified candidates.
• Leverage online recruiting resources, including Fluor’s Brass Ring database, LinkedIn, and cleared databases to identify and recruit the very best candidates.
•Screen candidates to ascertain the appropriateness of skills, experience and knowledge in relation to position requirements.
•Present appropriately screened candidates to the hiring managers for consideration for open requisitions.
•Utilize Brass Ring to track the status of all candidates presented to project and hiring managers for open positions.
•Participate in the development of ongoing creative and cost-effective sourcing strategies. Stay informed of trends and innovative recruiting techniques in order to be competitive in state-of-the-art recruiting practices.
•Provide complete and accurate information to candidates about the company and position.
•Manage and coordinate all communication with candidates.
•Prepare candidates for interviewing with specific hiring managers by providing detailed information on the company, the project, the location of the position, job descriptions, and other associated expectations.
•Extend offers of employment to selected candidates under the direction of the hiring managers and within the guidelines of Fluor’s compensation policy.
• Manage the presentation, selection, offer, negotiation, closing, and administrative components involved in full lifecycle recruiting.
•Maintain accurate and well-ordered documentation on all candidates, searches, hiring manager interactions, and other recruiting activities to ensure a safe and thorough audit if required.
•Other duties as required.

Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and seven (7) years of work-related experience or a combination of education and directly related experience equal to eleven (11) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements

• Must have an active (or ability to obtain) TS/SCI with CI Polygraph Clearance
• Extensive experience, knowledge and established network related to cleared recruiting within the Intelligence Community.

Preferred Qualifications

•Government Security Clearance
•Accredited four (4) year degree or global equivalent in HR, Psychology, Education, Business, or related field, with significant experience in Human Resources
•Advanced degree or global equivalent preferred
•Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), Global Professional in Human Resources (GPHR) certification, or applicable HR accreditation
•Demonstrated problem solving, judgment, and conflict resolution skills with the ability to provide high quality independent analysis, conclusions, and recommendations
•Demonstrated ability to be discreet with confidential company and employee information
•Experience providing consultation to managers and HR staff about HR strategy and program implementation
•Excellent written and oral communication skills
•Intermediate to advanced knowledge of cultures and cross-cultural collaboration
•Ability to build trusting relationships, gain credibility, and partner with leaders, peers, and employees
•Ability to achieve results in a fast-paced, dynamic environment with shifting priorities and deadlines
•Exhibit team orientation and positive relationships with all levels of employees
•Display an understanding of the company's organizational structure, corporate culture, and business objectives
•Proficient computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations
•Basic knowledge of internal database applications for designated discipline

Salary Range

84,000 to 146,000

Market Rate

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
