T&D OPERATIONS MANAGER

SUMMARY

The T&D Operations Manager supports the day-to-day operational needs of the T&D organization by coordinating employee onboarding, PPE and fleet administration, project pipeline reporting, labor-hour documentation, team logistics, and other processes that keep the department organized and execution-ready. This position reports to the Director of Substation Construction, or another management personnel that the CEO of the Company may designate.

This position is remote, working from a home office with occasional travel to Qcells offices, project sites, and team meetings as business needs require.

Standard working hours are Monday through Friday, from 8:00am to 5:00pm or 9:00am to 6:00pm local time. This position is expected to travel up to 10%.

ESSENTIAL JOB FUNCTION & RESPONSIBILITIES
  • Coordinate onboarding for new T&D employees, including orientation logistics, required access, equipment and system needs, project assignments, and coordination with applicable internal departments.
  • Assist with PPE acquisition and distribution for T&D personnel, including coordinating requests, tracking needs, and working with Safety, Procurement, and other stakeholders as appropriate.
  • Maintain and update T&D fleet vehicle records, including vehicle assignments, status, and other information needed to support department planning and accountability.
  • Maintain and regularly update the T&D project pipeline and related operational trackers to provide current visibility into active, upcoming, and forecasted project work.
  • Coordinate and maintain documentation of employee and project labor hours required to support Inflation Reduction Act (IRA) compliance, working with project teams and applicable internal stakeholders to address missing or inaccurate records.
  • Coordinate department meetings and in-person team meetings, including scheduling, travel and venue logistics, agendas, materials, and other administrative support as needed.
  • Support staffing, mobilization, per diem, project assignment, and other logistics associated with deploying T&D personnel to project locations.
  • Develop, maintain, and improve department processes, trackers, reports, procedures, and performance metrics that support efficient T&D operations and management decision-making.
  • Coordinate across Project Management, Construction, Engineering, Safety, Quality, Procurement, Finance, Human Resources, and other functions to resolve operational needs and maintain accurate department information.
  • Regular attendance, in accordance with the company's attendance policy and supervisory assignment, is an essential job duty requirement for this position.
  • Perform other duties and special projects, as assigned by Management.
REQUIRED QUALIFICATIONS
  • Bachelor's de gree with 5+ years of relevant experience or Associate's Degree wi th 7+ years o f r e l e v a n t experienc e or 9+ y e ars of r elevant experience.
  • Experience in operations, project coordination, construction management, project management, business administration, or another comparable professional role in a project-based environment.
  • Demonstrated ability to manage multiple priorities, maintain accurate records, and successfully execute recurring operational processes in a dynamic environment.
  • Strong organizational and communication skills, with the ability to coordinate effectively with employees, managers, contractors, vendors, and cross-functional stakeholders.
  • Ability to gather and analyze data, maintain trackers and dashboards, and prepare clear operational reports for management use.
  • Working knowledge of staffing, mobilization, procurement, fleet, PPE, project documentation, and other operational support processes.
  • Strong attention to detail and the ability to identify and resolve missing, inconsistent, or inaccurate documentation, including labor-hour records used for compliance reporting.
  • Ability to develop, document, implement, and continuously improve processes and procedures.
  • Demonstrated ability to operate independently, exercise sound judgment, take ownership of outcomes, and appropriately escalated issues to management.
  • Willingness and ability to travel to project sites, Qcells offices, and team meetings as required.
PREFERRED QUALIFICATIONS
  • Experience in utility-scale solar, BESS, electrical infrastructure, substations, transmission and distribution, EPC, construction, or a related industry.
  • Experience supporting onboarding, staffing, field mobilization, PPE, fleet, or other workforce logistics in a construction or project-based organization.
  • Experience with labor-hour tracking, prevailing wage and apprenticeship documentation, or other compliance-related workforce reporting.
  • Experience developing or maintaining project pipeline reports, dashboards, staffing forecasts, or operational performance metrics.
  • Experience working in a rapidly growing organization where responsibilities, priorities, and organizational structures evolve with business needs.
