Job summary

Arcfield is seeking a highly skilled engineering professional to join the PMO's Engineering Team in Chantilly, VA. You will ensure requirements are gathered, articulated, documented, and tracked to closure while coordinating with leadership, offices, and mission partners on a fast-paced global network project.

Qualifications

  • Must possess and be able to maintain a TS/SCI clearance with Polygraph.
  • Bachelor's degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline.
  • BS 10-12, MS 8-10, PhD 5-7.
  • Analytical and conceptual skills; ability to create original concepts/theories for various projects.
  • Technology design - adapting equipment and technology to serve user needs.
  • Ability to logically and systematically convert customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
  • Ability to analyze and study complex system requirements, for example:
  • Perform functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
  • Apply the concept of operations set of disciplines for the planning, analysis, design, and construction of information systems across a major sector of the organization.
  • Knowledge of the practical application of engineering science and technology.
  • Experience with activity and data modeling, transaction flow analysis, internal control, risk analysis, modern business methods, and performance measurement techniques.

Responsibilities

  • Plan and facilitate various forums and meetings (RA/TA/NRT/EWG/JET/TEMs) and other summits as appropriate.
  • Participate in enterprise-level network efforts and define solutions for IC customers.
  • Support cloud/SD-WAN concepts and network operations.
  • Demonstrate knowledge of eBGP, OSPF, and route policy language on on‑prem infrastructure.
  • Support modeling and simulation of inter‑agency network architectures for capacity planning.
  • Assist with traffic engineering and resiliency of networks connected to cloud resources.
  • Demonstrate strong oral and written communication, translating technical topics for non‑technical audiences.
  • Be proactive and a self‑starter.

Responsibilities

The individual selected for this position will serve as a member of the Engineering Team of a Program Management Office (PMO) and will work with the PMO leadership, other offices, and the Sponsor’s mission partners to ensure goals and requirements are gathered, clearly articulated, documented, and tracked to closure. The individual will also be responsible for working with internal and external stakeholders in supporting a highly visible and fast-paced global network project that leverages engineering management principles.

  • Plan and facilitate Resource Authority (RA) Forums, Technical Authority (TA) Forums, Network Requirements Team (NRT) meetings, Engineer Working Group (EWG) meetings, Joint Engineering Team (JET) meetings, Technical Expert Meetings (TEMs), and other ad hoc meetings/summits/conferences as appropriate.
  • Participate in enterprise-level network efforts and help define solutions for presentations to IC customers' engineering teams for review and discussion. These efforts include:
    • Cloud Service Providers (CSPs) concepts and designs SD-WAN network operations.
    • Network equipment such as multiplexers, firewalls, hubs, bridges, gateways, etc.
    • Communications and information security policies and practices.
  • Support software-defined network architecture and scaling to accommodate global network.
  • Demonstrate experience and knowledge of eBGP, OSPF, communities, and route policy language (RPL) on service provider on-prem infrastructure.
  • Support modeling and simulation of inter-agency network architectures to help capacity planning and future bandwidth requirements.
  • Support traffic engineering capabilities and resiliency of network that supports external sponsor entities' connectivity to cloud resources.
  • Demonstrate strong oral and written communication skills, with experience facilitating discussions on technical issues and the ability to convey technical information to non‑technical individuals.
  • Be proactive and a self‑starter.

Equal Pay Act

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
