OVERVIEW
The Systems Engineer Mid and Senior Level roles will provide technical engineering support for the Undersea Communications and Integration Program Office (PMW 770). Your expertise will contribute to the development, acquisition, integration, and sustainment of submarine communication systems and related Nuclear Command, Control, and Communications (NC3) programs. Active Top-Secret Clearance or Top-Secret Clearance, eligibility is required.
You will leverage your knowledge in systems engineering, Model-Based Systems Engineering (MBSE), and security engineering to support a range of initiatives, including modernization and lifecycle management of PMW 770 programs. This position also involves collaboration with key stakeholders and partner organizations, such as:
Naval Information Warfare Systems Command (NAVWAR 5.0)
United States Strategic Command (USSTRATCOM)
Commander, Submarine Force (COMSUBFOR)
NC3 Enterprise Center (NEC)
Naval Information Forces (NAVIFOR)
Other NC3 Lead Capability Integrator (LCI) affiliated commands
The Systems Engineer Mid and Senior Level will:
Oversee the development and delivery of hybrid software, web, and hardware products from initial specification through final rollout and ongoing maintenance. These products often involve complex, web-based systems.
Integrate diverse network operating systems, application programs, and hardware devices to ensure seamless system interoperability.
Manage the full development lifecycle for resilient software, hardware, and web applications, including requirements specification, design, coding, testing, deployment, and maintenance.
Support systems of systems (SoS), networking, radio terminals, manned and unmanned systems, submarine antennas, and shore-based strategic systems.
Identify and resolve systems engineering challenges, including networking and transport issues. Document risks, issues, and opportunities; develop mitigation strategies and contingency plans; and track their resolution through completion.
Document and manage system baseline and change management processes. Ensure alignment of baseline changes, Engineering Change Requests (ECRs), Ship Specification Change Requests, and Temporary Alterations (TEMPALTs) with the Model-Based Systems Engineering (MBSE) baseline. Review these changes and provide detailed comments on engineering and cybersecurity impacts, including potential design alternatives.
Conduct architecture validation site visits, including delivering staff briefings, capturing action items, and preparing comprehensive trip reports with updated site Command, Control, and Communications (C3) system architecture.
Review and provide input on Functional Requirements Documents (FRDs) for Virginia, Columbia, and future submarine classes. Track the status of Exterior Communication Systems (ECS) Commitment Items and provide weekly updates.
Prepare technical documentation for milestone decisions, System Engineering Technical Reviews (SETR), assessments, and evaluations. Generate accurate documentation derived from MBSE models, ensure consistency with model data, and recommend corrections as necessary.
SECURITY AND PRIVACY DUTIES AND RESPONSIBILITIES
Individuals working for DSS will be subject to security and privacy requirements as explained in HIPAA, FedRAMP, and NIST 800-53. Additionally, they are required to undergo specific FedRAMP training to ensure compliance with all associated controls and responsibilities in the day-to-day performance of their duties. Individuals working in departments that are considered to be in the high-riskcategory will be required to undergo advanced training based on their role and level of access. Individuals with access to modify data and the configuration baseline will require further training.

EDUCATION & YEARS OF EXPERIENCE
Mid - Level
BS in engineering
Minimum 6 years’ professional experience in systems engineering.
Senior - Level
MS degree in any engineering discipline.
Minimum 10 years’ professional experience in systems engineering.
