Overview
SimIS Inc., a Veteran Owned Small Business founded in 2007, provides innovative IT solutions and serves the Department of Homeland Security. The DHS CBP Program Management Office Directorate seeks a Systems Engineer to support CBP's mission of achieving 100% border coverage through integrated surveillance technologies.
Key Responsibilities
- Conduct comprehensive systems engineering trade studies to determine optimal technology mix for 100% border coverage.
- Perform view shed analysis using advanced modeling and simulation to identify coverage gaps and optimize sensor placement.
- Develop system architecture documents and reference architectures integrating tower sensors, mobile systems, tunnel detection, and ground-based sensors.
- Create System Interface Control Documents (ICDs) to ensure interoperability between disparate systems.
- Perform independent verification and validation of vendor claims and system capabilities.
- Document infrastructure requirements including land, power, communications links, and interfaces to Border Patrol operating picture.
- Develop technology roadmaps aligned with CBP strategic objectives.
- Perform comparative analysis of sensor technologies including radar systems, electro-optical/infrared cameras, and ground detection systems.
- Support development of Planned Product Improvement (PPI) framework for major system components.
- Create consolidated technical data repository documenting system capabilities, limitations, and test results.
Required Knowledge, Skills, and Abilities
- Bachelor's degree in Systems Engineering, Electrical Engineering, or related technical field; Master’s degree preferred.
- Minimum 5 years of systems engineering experience with surveillance and detection technologies.
- CSEP (Certified Systems Engineering Professional) certification preferred.
- Ability to obtain and maintain DHS suitability background check.
Technical Skills
- Expertise in surveillance technologies (radar, EO/IR, ground sensors, UAS).
- Experience with systems integration and interface control documents.
- Knowledge of modeling and simulation tools for view shed analysis.
- Understanding of border security operational requirements.
- Proficiency in system architecture development and documentation.
- Strong analytical capabilities for trade studies and technical analysis.
- Excellent technical writing and presentation skills.
