Project Overview

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF is a multi-year, multi- billion dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project works on a 9-80 schedule with every other Friday off. Start times are flexible, but the standard work week is Monday - Thursday from 7:00am-4:30pm and on working Fridays from 7:00am-3:30pm.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary

In this role, you will plan and conduct systems engineering work, and will review and prepare information on requirements management, verification and validation, functional analysis, and other key documents. You will prepare estimates, work plans, and assist with performance reporting. Your technical expertise and coordination will ensure outcomes meet client and project requirements.

This position is for a Systems Engineer (SE) to coordinate the delivery of the systems engineering products, focusing on scope alignment, schedule, customer integration, change control, and delivering to exceed customer expectations. This role will execute systems engineering and configuration management activities including management, organization and verification of complex design requirements, within a model-based systems engineering environment.

The SE plays a critical role in the delivery of the Requirements Management and Model Based Systems Engineering program for Bechtel work products and designs, as well as for coordination of the scope and integration of work with internal and external stakeholders. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, can-do attitude, and the desire to innovate designs.

Major Responsibilities

This position will be responsible for executing systems engineering work assignments concerned with specialized unique engineering requirements in a global business unit. This involves exploration of subject area, definition of scope, and may involve development of novel concepts, approaches, and solutions. The ideal candidate will have solid experience in executing requirements management, model-based systems engineering, industrial process modeling, and design development experience producing design documents for government customers in accordance with Unified Facilities Criteria and the Whole Building Design Guide. The candidate will be interfacing and coordinating with other engineering disciplines and the client in the management and verification of the facility requirements. The position will be responsible for developing key systems engineering documents and must have a broad knowledge of industry and regulatory standards, and design criteria pertinent to engineering and construction.

In addition, it will be required that the candidate have excellent communication skills (both verbal and written), can be the “face” of Bechtel, promoting our leadership, quality, and safety values, to external partners including vendors, construction companies, and other subcontractors. Additional responsibilities include:

  • Identifying and quantifying changes in baseline scope and supporting baseline change authorization documentation.
  • Planning, scheduling, budgeting, and estimating change packages related to contract
  • Coordinating multiple delivery packages for alignment to Scope
