This position is to provide HUD GAE with enhanced support to address the additional workload required to deliver and strengthen the IT governance procedures through the facilitation and management of the Technical Review Sub-Committee (TRC) and the Configuration Change Management Board (CCMB) and provide oversight of operational stability, AI, no-code/low-code governance development, and enhanced capabilities to the EDM system.

White Pine Innovations is seeking a Systems Analyst III to support the management of the OCIO's IT Governance processes, with emphasis on the TRC and the CCMB. This is a remote position. It is a full-time role, and the candidate MUST be a U.S. citizen or Permanent Resident and able to pass a public trust investigation.

Responsibilities include, but are not limited to:

1. Monitor IT programs and projects for governance best practices.
2. Assist SMEs in providing GRC guidance to leadership, enterprise architecture, and technical teams.
3. Support Lessons Learned & Knowledge Management for TRC & Change Management SMEs.
4. Develop Charters, SOPs, request forms, desk guides, and other documents.
5. Review laws, regulations, and policies affecting OCTO.
6. Assess impact of new or modified requests from client programs.
7. Support customer, client, and end-user activities.
8. Support governance tasks related to new tech, AI, and no-code/low-code applications.
9. Conduct technical assessments and reviews for cost and risk.
10. Perform system baseline assessments and reviews.
11. Manage technical risk assessments.
12. Create and maintain artifacts for projects and solutions.
13. Lead governance gate reviews for waterfall and agile projects.

Basic Qualifications:

1. U.S. citizen or Permanent Resident.
2. Ability to pass a public trust investigation.
3. Ownership, pride, growth mindset, and a positive attitude.
4. 3+ years in governance, data governance, analysis, or management, preferably in a large enterprise.
5. Knowledge of data modeling and metadata management.
6. Understanding of industry standards and best practices.
7. Experience with service management, data quality, and analytics tools.
8. Strong analytical, attention to detail, and problem-solving skills.
9. Excellent communication and collaboration skills, capable of hosting large meetings with senior leaders.

Desired Skills:

1. 7+ years in governance and data management roles.
2. Experience with data stewardship, cataloging, lineage, and metadata tools (e.g., Informatica, Collibra).
3. Certifications such as CISSP, CDMP, or CDAP are a plus.
4. Bachelor’s degree in Computer Science, Information Sciences, or related field.
5. Knowledge of ITIL, Agile, and other governance standards.
