Texas Health and Human Services Commission requires the services of 1 Systems Analyst 3, referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development.
All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission. Texas Health and Human Services Commission will pay no fees for interviews or discussions during the selection process.

Job Description:
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or improve existing computer systems. Confers with personnel of organizational units to analyze current operational procedures, identify problems, and learn specific input and output requirements. Writes detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs.
Additional job details and special considerations:
Supports TIERS Operations, AWS Cloud Migration, and TIERS Cloud Migration's Authority to Connect project by applying information security threat intelligence. Daily analysis of on-prem and cloud security operations is expected. Ideal candidate has experience in large operations and development environments and is knowledgeable about regulatory requirements. Assists IT operations and development teams to meet industry standards and is proficient with the latest cybersecurity software. Interacts with all aspects of IT responsible for DevSecOps management.
WORK HOURS AND LOCATION:
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays. The primary work location will be at 701 W. 51st Street, Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Pre-approved travel expenses are limited to the rates prescribed by the State of Texas for travel by its classified employees.
The Candidate(s) may be required to work outside normal business hours on weekends, evenings, and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be pre-approved through Texas Health and Human Services Commission.
