Job Overview
We are seeking an experienced System Software Programmer Project Lead to support custom software development and application modernization initiatives. The role will focus on designing, developing, implementing, troubleshooting, and supporting custom web applications and APIs using .NET, C#, SQL, XML, and JSON.
The successful candidate will work closely with application development teams and subject matter experts to analyze business requirements, develop technical solutions, identify application defects and enhancements, support custom business applications, and maintain technical documentation.
Key Responsibilities
- Design, build, and implement custom web applications and APIs with limited supervision.
- Develop and modify new and existing applications using .NET and related web technologies.
- Develop data transport and integration methods using XML and JSON.
- Develop and optimize SQL databases, queries, and data solutions supporting application functionality and performance.
- Troubleshoot, debug, and resolve software code and application issues.
- Develop reports using SQL Server Reporting Services (SSRS), Power BI, or similar reporting technologies.
- Participate in application analysis, design, implementation, and modification activities.
- Provide application support for custom business applications.
- Document application issues, resolutions, technical specifications, and system changes.
- Collaborate with subject matter experts to identify system defects, enhancements, and opportunities for improvement.
- Evaluate the technical and business impact of proposed application changes.
- Assess existing applications and recommend improvements based on business needs and development best practices.
- Support implementation or revision of related business processes, systems, and technology.
- Create and maintain technical documentation, including test cases and technical requirements.
- Coordinate technical documentation updates with other development and technical staff.
- Perform unit testing and integration testing to validate application functionality.
- Work effectively with both onsite and remote users across different locations.
- Provide excellent customer service and communicate effectively with users and stakeholders through phone, email, and in-person interactions.
Required Skills & Qualifications
- 5+ years of experience developing web applications using .NET technologies and/or similar web technologies.
- Strong experience with ASP.NET, .NET Core, or comparable web development frameworks.
- 5+ years of experience with unit testing and integration testing.
- 5+ years of experience with SSRS or Power BI.
- 5+ years of experience with COTS and MOTS applications.
- 5+ years of experience in Law Enforcement IT.
- 5+ years of experience with SQL database programming and architecture.
- Experience developing and optimizing SQL databases, queries, and data solutions.
- 3+ years of experience developing data transport methods using XML and/or JSON.
- Strong troubleshooting and debugging skills.
- Strong analytical and problem-solving abilities.
- Excellent written and verbal communication skills.
- Strong customer service skills and ability to work with a wide range of users and personalities.
- Ability to efficiently perform both remote and onsite technical support.
Preferred Skills
- Experience developing AI agents or AI tools.
- Experience using Microsoft 365 / O365 tools, including:
- SharePoint
- Power BI
- Power Apps
- Experience with GitHub and/or DevOps.
- Experience developing PowerShell scripts for system automation and workflow efficiency.
- Experience developing automated test scripts.

Education
- Bachelor s degree required.
- Master s degree in Computer Science, Information Systems, or Technology Management preferred.
- Equivalent work experience may be considered in lieu of the specified degree requirements.
