Responsibilities

We are seeking an experienced and driven Technical Task Order Lead to oversee all engineering, technical, and programmatic activities within a high‑visibility government Task Order. In this leadership role, you will guide multidisciplinary teams, coordinate closely with the PMO, and ensure the successful delivery of complex technical capabilities in support of mission objectives. You will serve as both a Systems Engineering lead and Scrum Master, operating within an Agile environment and collaborating directly with government stakeholders.

Key Responsibilities:

  • Serve as the primary Systems Engineering lead for the Agile development team, providing direction on system architecture, design, integration, and technical execution.
  • Provide Scrum Master support, facilitating Agile ceremonies, removing impediments, and ensuring efficient team workflows, including the NIFTYDEMO project.
  • Utilize AWS or similar cloud platforms as needed; experience in cloud architecture, migration, and hands‑on configuration is preferred.
  • Ensure cross‑discipline integration across all work threads to meet government requirements and maintain cohesive system delivery.
  • Brief government leadership on technical progress, critical activities, risks, system health, and key milestones.
  • Identify risks, track issues, and oversee mitigation strategies to maintain stability and schedule adherence.
  • Mentor and coach junior system engineers; provide backup technical support as needed to maintain continuity and quality.
  • Lead and coordinate all TTO engineering and technical activities, ensuring alignment with program objectives and contract requirements.
  • Manage recruitment, onboarding, and training of TTO staff; collaborate with PMO Staffing to evaluate candidates, conduct interviews, and make hiring and personnel decisions.
  • Deliver regular status updates to the PMO, including contributions to high‑side Confluence sites, weekly TTO Lead meetings, and other required reporting channels.
  • Allocate and manage TTO resources, including staffing plans, facility usage, and budget considerations.
  • Prepare, review, and present program status reviews, technical documentation, and formal briefings for government stakeholders.
  • Verify accuracy and completeness of all PMO reports, including Names Run, Occupancy, Forecasts, Utilization, CWIP, MSR, PSR, Award Fees, and contract modification reviews.
  • Evaluate financial and technical reports to ensure alignment with contractual, engineering, and program performance goals.
  • Maintain strict compliance with all contract requirements, procedures, and reporting standards.
Qualifications
  • Twenty years of experience as an SE in programs and contracts of similar scope, type and complexity is required. Demonstrated experience in planning and leading Systems Engineering efforts is required. Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required.
  • Five years of additional SE experience may be substituted for a bachelor's degree.
  • Develop comprehensive SOA solutions.
  • Develop operational view, technical standards view, and system and services view for architectures using applicable DoDAF standards.
  • Conduct and/or approve end‑to‑end system trade analyses to optimize system operations over its life‑cycle through the proper balance of non‑functional system performance areas.
  • Use validated models, simulations, and prototyping to mitigate risk and reduce cost of system development.
  • Ensure effective, periodic review and control of the evolving configuration of a system, both hardware and software components and associated documentation, during the life of the system.
  • Serve as a member of the CCB.
  • Develop system design alternatives that consider life cycle cost, reuse, complexity, risk, system expansion, and growth.
  • Develop alternative courses of action, workarounds, and fallback positions with a recommended course of action for each risk, and monitor and re‑evaluate risks at appropriate milestones. Monitor risks using earned value management (EVM) data.
  • As a participant within an Analysis of Alternatives (AoA) effort, recommend a preferred solution based on selection criteria adjusted for reasonableness and validity of assumptions, technology limitations, environmental impact, and life‑cycle costs.
  • Provide technical direction for the development, engineering, interfacing, integration, and testing of all components of complex hardware/software systems to include requirements elicitation, analysis and functional allocation, conducting systems requirements reviews, developing concepts of operation and interface standards, developing system architectures, and performing technical or non‑technical assessment and management as well as end‑to‑end flow analysis.
  • Active TS/SCI clearance with polygraph clearance required.

Target Salary Range

$176,000 - $282,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
