Job summary

Northrop Grumman is seeking a Manager 3 - Systems Engineering, Performance, Integration and Test IPTL to guide SiAW program workflows. The role requires active DoD clearance and on-site work at the Northridge, CA facility.

You will lead architecture, integration, verification, and tests across subsystems, partnering with the Chief Engineer and PMO to ensure on-time delivery. The ideal candidate has a strong engineering background, DoD program experience, and proven leadership across lifecycle

Qualifications

• Bachelor of Science in engineering with at least 8 years of engineering experience, or MS with 6 years, or PhD with 4 years.
• Demonstrated systems engineering leadership experience on major DoD programs.

Responsibilities

• Ensure engineering rigor across activities via process and documentation/modeling practices.
• Oversee development of requirements, system architecture, digital engineering products, and performance models as well as planning and execution of integration, test, verification, and validation activities.
• Manage the system architecture through MBSE and object-oriented system engineering methodology.
• Review and approve system and subsystem design artifacts and test results for technical correctness, completeness, and consistency with the system architecture.
• Manage vertical and horizontal technical and performance integration across product teams and program life cycle.
• Develop and manage key design criteria and technical performance measures.
• Provide support to PMO and Chief Engineer with status on maturity, risks, issues, and integration challenges.
• Plan and execute early integration with external stakeholders to reduce downstream risk.
• Plan and execute technical reviews (CDR, TRR, SVR, PCA) and ensure entry/exit criteria are met.
• Ensure that key System Engineering milestones and accomplishments are met or completed per schedule.
• Collaborate with CAM to ensure risks, trade-offs, and performance data influence cost/schedule decisions.
• Perform risk and opportunity management per program processes.
• Provide SME and technical ownership of cross-subsystem functions.
• Effectively communicate the system baseline to stakeholders.

Northrop Grumman Defense Systems is currently seeking a Manager 3 - Systems Engineering, Performance, Integration and Test IPTL to support our Stand-in Attack Weapon (SiAW) missile program with our talented Advanced Weapons team. An active Government issued clearance is required to start.

The selected candidate will be required to work full-time, on-site at our facility in Northridge, CA.

The Systems Engineering, Performance, Integration and Test IPTL manages the technical processes, schedules, budgets, and multidisciplinary teams responsible for developing, integrating and testing, and verifying the requirements and performance of the SiAW missile. The ideal candidate will have experience in the full systems engineering lifecycle of defense development program(s) and leading at least part of that lifecycle. They will also have technical depth on one or more of the subsystems of a defense system, e.g., RF/sensors, guidance, navigation, control, telemetry/communication, and airframe. This candidate will work directly with the program's Chief Engineer and Program Execution Manager and collaborate with the various IPTs to ensure the design and development of the different subsystems and the integration of those are technically sound on budget, and on schedule.

Responsibilities:

• Ensure proper engineering rigor across engineering activities via process and documentation/modeling practices (IAW Functional Best Practices and Principles and Operating Practices (PrOP)).
• Oversee development of requirements, system architecture, digital engineering products, and performance models as well as planning and execution of integration, test, verification, and validation activities for system/subsystem requirements and performance models
• Manage the system architecture through application of model-based systems engineering practices and the object-oriented system engineering methodology
• Review and approve system and subsystem design artifacts (e.g., requirements, interface control documents, models, trade studies, analyses, and test procedures) as well as test results and verification artifacts for technical correctness, completeness, and consistency with the system architecture.
• Manage vertical and horizontal technical and performance integration throughout product teams and program life cycle.
• Develop and manage key design criteria and technical performance measures
• Provide support to the Program Management Office (PMO) and Chief Engineer (CE), including status on technical maturity, risks, issues, and integration challenges.
• Plan and execute early integration and interfacing activities with external stakeholders (e.g., government customer, platform integrators, suppliers) to reduce downstream risk.
• Manage the planning and execution of technical reviews (e.g., CDR, TRR, SVR, FCA/PCA) and ensure entry/exit criteria are met.
• Ensure that key System Engineering milestones and accomplishments are met or completed in accordance with program schedule
• Partner with Cost Account Manager (CAM) by providing technical insight and guidance to ensure that technical risks, trade‑offs, and performance data are incorporated into program‑level decisions on cost, schedule, resource allocation, and overall execution
• Perform risk and opportunity management IAW the program risk management processes, including identification, assessment, mitigation planning, and tracking of execution effectiveness.
• Provide subject matter expertise and technical ownership of critical system functions that cross multiple subsystems.
• Effectively communicate the SiAW weapon system technical baseline to internal and external stakeholders.

Basic Qualifications for Systems Engineering Manager 3 - IPTL
