Job summary

Paragon Technology Group is seeking a seasoned Systems Engineer III with a strong background in software systems development, integration, and network engineering. The role focuses on defining specifications, developing complex systems, and coordinating with programmers and engineers while guiding users to new systems.

The ideal candidate has a secret clearance, a Bachelor’s or equivalent experience, IAWIP IAM I certification, and 7+ years in systems engineering, with exposure to PMO governance,

Job description

The Systems Engineer III is highly specialized in one or more phases of software systems development, systems integration, or network engineering. Provides technical assistance and advice on complex activities. Formulates / defines specifications, develops / modifies / maintains complex systems and subsystems, using vendor engineering releases and utilities for overall operational systems. Applies analytical techniques when gathering information from users, defining work problems, designing technology solutions, and developing procedures to resolve the problems. Develops complete specifications to enable computer programmers to prepare required programs. Analyzes methods of approach. Reviews task proposal requirements, gathers information, analyzes data, prepares project synopses, compares alternatives, prepares specifications, resolves processing problems, coordinates work with programmers and engineers, and orients users to new systems. Works with considerable freedom to make decisions on the techniques and approaches to be used. Prepares recommendations for system improvement for management and user consideration.

  • Knowledge of Technical assessments to ensure compliance with policies and reviews and required evaluations to ensure compliance with Financial Information Systems Management Act (FISMA) policies.
  • Experience with Technical Interchange Meetings (TIMs) on a wide range of PMO engineering topics. Experience conducting Program Engineering Milestone Reviews, e.g., System Requirements Review, Design Reviews, Test Readiness Reviews, Operational Readiness Reviews and Incident Report Working Groups
  • Able to conduct Technical Reviews of development Contractor-produced deliverables
  • Ability to create and maintain PMO program architecture artifacts in DODAF or Government approved format and analyze system architectures to recommended enhancements to improve system performance; assess acquisition solutions for conformity, fit options, and purpose to the assigned program’s targeted architectural solution(s)
  • Knowledge of sustainment/deployment/implementation approaches and ability to assess and recommended improvements to system availability and user experience
  • Understanding of hardware and/or software (COTS/GOTS) to meet system specifications using recognized estimating approaches to support government cost estimates
  • Possesses skills to ensure all technical approaches/recommendations are in harmony with USTRANSCOM Enterprise System Engineering and Architecture strategies and vision
  • Able to identify technical risks within programs and offer options to reduce risk
  • Understands PMO Business Intelligence Center of Excellence (BI COE) activities that support IGC front- and back-end applications
  • Experienced in risk identification, analysis, mitigation and reporting.
  • Able to interface with IT engineers to resolve program specific data quality issues as they occur.
