Naval ships and installations, ensuring productive and safe work aligned with contractual obligations. The position requires leadership of large teams, adherence to DoD requirements, and collaboration with NAVWAR/NIWC.

Qualifications

  • 6+ years relevant progressive experience with a Bachelor's in a related field.
  • Ability to obtain and maintain a security clearance.
  • Direct experience leading large-scale C4ISR ship installations.
  • Direct experience in DoD shore-site network infrastructure projects.
  • Experience with government customers such as NAVWAR/NIWC.

Responsibilities

  • Responsible for all aspects of field and/or task-level project performance.
  • Supervise personnel involved in all aspects of project activity and maintain customer contacts.
  • Exercise independent judgment and analytical skills to solve non-routine problems.
  • Develop execution plans with detailed project schedules.
  • Communicate with functional groups for material ordering, financial tracking, QA, EHS, and contracts.
  • Assess project performance and present EVM status to leadership.
  • Draft subcontractor documentation (SOW, PO, invoices, etc.).
  • Site walkthroughs at Naval facilities to ensure safety and quality.

Summary

Join HII as we keep the world's most powerful Navy afloat! HII's Platform Modernization group is seeking a C4ISR Installation & Modernization – Surface Ship Production Manager to join our team! This is a full-time, onsite role located in Norfolk, VA area. As a Production Manager you will play a critical role on our Multiple Award Contracts by ensuring that productive and safe work is performed on board U.S. Naval Ships and Military installations which is vital to our Mission to protect and serve our Military.

  • Responsible for all aspects of field and/or task-level project performance (i.e., technical, contractual, administrative, financial).
  • Supervise personnel involved in all aspects of project activity, organizes, and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, and maintains customer contacts to ensure conformity to all contractual obligations.
  • Exercise independent judgment, as well as a high-level of analytical skill, in solving non-routine technical, administrative, and managerial problems.
  • Develop comprehensive execution plans that include detailed project schedules and have the ability to fully interpret government furnished information.
  • Effectively communicate with various functional groups for material ordering, financial tracking, quality assurance, environmental health and safety, and contracts.
  • Assess project performance issues and present periodic financial (EVM) status and recommended approaches to Government & Corporate leadership.
  • Draft subcontractor documentation to include Statements of Work, Purchase Orders, invoices, and monitored work execution, financials, materials and resources.

Conduct routine and as‑needed site walkthroughs at Naval facilities, including shipyards, to ensure production activities meet operational, safety, and quality standards.

Minimum Qualifications
  • 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • Must be able to obtain and maintain a security clearance.
  • Must be able to obtain and maintian base access.
  • Direct work experience leading large-scale C4ISR ship installations.
  • Direct work experience in managing or performing the design, implementation, testing, inspection, logistics, resource management, and completion of Network Infrastructures for Department of Defense shore sites.
  • Must have experience working with Government customers such as NAVWAR/NIWC.
  • Direct work experience developing and/or managing the following documentation:
    • Condition Found Reports (CFR) / Identification Deficiency Report (IDR).
    • Daily Status Reports (DSR).
    • Development and management of Plan of Action & Milestones (POA&M).
    • Inspection Readiness reports.
    • Liaison Action Reports (LAR).
    • Work Authorization Forms (WAF).

Must have the ability to monitor jobs onsite in the shipyard or other Naval facilities as needed to support production oversight.

Preferred Requirements
  • A Certification and management level experience in Fiber Optic Topology, Blown Optical Fiber (BOF), and/or Waveguide communication disciplines.
  • Relevant engineering experience with DON Ship Repair & Modernization authoritative ship alteration documentation (JFMM, TS 9090.310, NSI).
  • Additional years of direct work experience leading large-scale C4ISR ship installations.
  • Previous or current experience working with the Global Sea Enterprise Contract.
  • A current or active Security clearance.
Physical Requirements

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
