Job summary

RTX is seeking a procurement leader to oversee RFPs, negotiations, and cost accountability, developing supplier relationships and procurement strategies for performance-based outcomes.

The role requires a DoD clearance, extensive supply chain and program management experience, and the ability to operate onsite at the East Hartford location. Strong leadership and compliance skills are essential.

Qualifications

Responsibilities

  • Manages execution of procurement processes, standards, and operational plans, including RFPs, negotiations, cost accountability, and program execution.
  • Demonstrates strong knowledge of FAR/DFARS, as well as commercial and military procurement practices.
  • Develops and implements procurement strategies aligned with organizational and contractual objectives.
  • Ensures compliance with internal controls, audit requirements, and all regulatory standards.
  • Leads detailed spend analyses, including category segmentation, cost modeling, price‑variance analysis, and savings tracking.
  • Drives data‑supported contract negotiations using benchmark analysis, total cost models, and risk evaluations.
  • Improves procurement workflows through process mapping, automation opportunities, and system optimization.
  • Cultivates and maintains performance‑based supplier relationships to drive measurable results.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
