RTX, the world’s largest aerospace and defense company, seeks a senior Procurement/Program Manager for its Pratt & Whitney unit in East Hartford, CT. The role requires DoD/DFARS familiarity, a U.S. clearance, and deep experience in strategic sourcing and contract negotiation.

The successful candidate will lead procurement plans, conduct spend analyses, and drive process improvements while coaching a high-performing team onsite. Citizenship and security clearance eligibility are mandatory.

Qualifications

  • Bachelor’s degree is required.
  • A Minimum of 10 years of Supply chain, program and/or business management experience required.
  • At least 5 years managerial, supervisory and leadership experience.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • A general understanding of Aerospace drawings, specifications, and manufacturing processes
  • Knowledge of export/ITC regulations and policies
  • Degree in Supply Chain, Business Management, Contracts, a plus
  • Experience with SAP CORE Champion or Six Sigma Green Belt

Responsibilities

  • Manages execution of procurement processes, standards, and operational plans, including RFPs, negotiations, cost accountability, and program execution
  • Demonstrates strong knowledge of FAR/DFARS, as well as commercial and military procurement practices
  • Develops and implements procurement strategies aligned with organizational and contractual objectives
  • Ensures compliance with internal controls, audit requirements, and all regulatory standards
  • Leads detailed spend analyses, including category segmentation, cost modeling, price‑variance analysis, and savings tracking
  • Drives data‑supported contract negotiations using benchmark analysis, total cost models, and risk evaluations
  • Improves procurement workflows through process mapping, automation opportunities, and system optimization
  • Cultivates and maintains performance‑based supplier relationships to drive measurable results
  • Presents program status and procurement performance to senior leadership, effectively communicating across all organizational levels
  • Coaches and develops team members to ensure continuous growth and maximize their potential

What You Will Do

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
