Job description

Akima Systems Engineering (ASE) seeks a Supply Analyst II to support requirements in support of the Pentagon Force Protection Agency. This Supply Analyst II interprets broad guidance on staffing/routing of memorandum policy and procedures and develops an executable supply chain management process for PFPA directorates. Assist with the development and implementation of standard operating procedures (SOPs) on topics such as correspondence preparation. Clarify and explain regulatory and policy changes and note recurring errors observed during the review process.

Assist with the recommendations to higher headquarters for deviations from regulations and revision of procedures. Assist government personnel with the development of business methods and procedures, including administrative systems, file systems, office systems, process flows and production schedules. Facilitate policy development for the document control process/procedures and the suspense management system and apply comprehensive knowledge of the organization and functions, analyze current procedures, conduct various studies such as workflow measurements. Identify problems or issues encountered relative to the document control processes and procedures in policy which are efficient, effective, and relative to the document control process. Perform a variety of staff management and operational functions relative to planning and advising (executing) on functions involving tracking missions including preparation, planning, and execution of supply chain functions, inventory management, coordination of equipment distribution and disposition according to PFPA guidance and regulations.

Responsibilities

• Provide comprehensive Supply Chain support for reviews.
• Analyzing challenges or aspects of the supply management, maintenance, and operations and support automating manual accountability processes to include data entry, processing inventory documents, performing maintenance and administrative adjustment transactions in the government databases and DPAS.
• Assist with reviewing (inputting) and managing property custodian DPAS postings and inventory schedules to ensure that all accountability postings and hand receipts are correctly annotated according to FIAR and PFPA regulations.
• Complete all required online training for DPAS within 30 days of entrance and obtain access to the database to perform property management duties within 45 days.
• Develop and/or verify statistical reports for accuracy and completeness.
• Conduct research to resolve property accountability audit recommendations in a timely manner, while fully protecting the Government's interests.
• Develop logistics strategies and recommend changes to processes to keep programs ahead of schedule. Assess, manage and work to reduce risk factors.
• Enhance workflow by analyzing and developing logistics plans that affect production, distribution, and inventory.
• Create and review procedures for distribution and inventory management to maximize customer satisfaction and minimize cost.
• Conduct distribution and network studies, monitor inventory and analyze requirements to develop strategies to achieve desired delivery times and order fill rates.
• Maintain appropriate records and prepare reports.
• Coordinate logistics activities with internal/external customers.
• Perform work under general supervision. Handle moderately complex issues and refer more complex issues to higher-level staff.

Qualifications

• A minimum of a bachelor’s degree in a Logistics field, Business Administration, Management, or related field.
• Three (3 or more) years of experience in program/project management, financial improvement and audit readiness (FIAR), supply chain data analysis expertise, preferably related to the logistics, data analytics, property administration, and fleet management.
• Have an advanced understanding of Logistics, Warehousing, and Property Management to support PFPA Warehouse systems and infrastructure.
• 2+ years of progressive experience in facilities management, operations, or a related technical field.
• Recent experience within the last 3-7 years leading, supporting, and providing integrated logistics management support and having managed three or more direct reports.
• Experience with Defense Property Accountability System (DPAS). Demonstrated strong oral and written communication. Ability to work in a team environment, as well as independently. Relevant experience producing, leading, integrating, and/or assisting.
• Asset Management via the approved Accountable Property System of Record (APSR).
• Inventory Management: Review, inventory, redistribution of spares, repair parts, material distribution system management, stock level management.
• Supply Chain defect management in accordance with DLA Supply Discrepancy Reporting (SDR).
• Must have a Secret clearance or higher.

Desired Qualifications

• Military experience with a Military Occupational Specialty (MOS) in logistics.
