Supplier Quality Representative (SQR) – WTP

Multi-Supplier Regional Coverage

Travel: Extensive travel to supplier and vendor facilities required

Coverage: Fabrication, dimensional inspections, pressure testing, coating, functional testing, staging, shipping, release, and related manufacturing activities. Resource should be able to work effectively with delivery managers, expeditors, and engineering personnel.

Experience: Request a resource with experience in large-scale LNG Cold Box construction. Preference for personnel with prior supplier knowledge or previous employment at the facility. Must be able to pass background requirements and effectively communicate and work through supplier-specific behaviors and expectations.

Position Summary

The Supplier Quality Representative (SQR) supports Supply Chain – Supplier Quality and Expediting (SQE) by performing quality surveillance activities at supplier and vendor facilities. The SQR verifies that supplier-furnished materials and equipment conform to applicable codes, standards, procurement requirements, and project-specific quality requirements.

Through monitoring, observation, document review, witnessing inspections and examinations, and selective hands-on inspection, the SQR evaluates supplier performance and product quality throughout the manufacturing process.

The SQR serves as the Company's primary quality representative at assigned supplier facilities. Responsibilities include identifying and documenting nonconformances, working with suppliers and project quality personnel to achieve appropriate disposition, verifying corrective actions, releasing conforming materials for shipment, and providing timely surveillance and quality status reports to Company project personnel and customers.

Key Responsibilities

Requirements & Pre-Fabrication Readiness

• Review procurement and purchase order requirements with supplier representatives to ensure requirements are understood, communicated, and properly implemented, including client-specific and code-driven requirements.
• Participate in supplier kickoff, pre-fabrication, and pre-inspection meetings.
• Confirm applicable witness and hold points, inspection and test plans, documentation requirements, material traceability, and quality expectations before fabrication begins.
• Verify that approved procedures, qualified personnel, calibrated inspection and test equipment, current drawings and revisions, and released materials are available before work begins.

Quality Surveillance & Verification

• Perform surveillance activities in accordance with the assigned scope and Company quality surveillance plan.
• Monitor supplier activities and witness applicable operations, inspections, examinations, and testing to verify compliance with procurement requirements.

• Factory acceptance testing
• Pre-shipment inspection and verification
• Review supplier-generated quality records and objective evidence, including material test reports, heat and material traceability records, NDE reports, personnel and procedure qualifications, calibration records, coating documentation, inspection records, and final data books.
• Verify that sub-suppliers and subcontracted processes are properly identified, qualified, and controlled, and that applicable sub-tier findings and records are incorporated into supplier documentation.
• Review supplier documents submitted to the Company, with or without comments, while maintaining the Company's independent quality oversight. The SQR does not sign, initial, stamp, or otherwise endorse supplier inspection and test plans or other supplier-controlled documents.

Nonconformance & Corrective Action

• Identify and reject material or work that does not conform to applicable procurement or quality requirements.
• Document nonconformances objectively, citing the governing requirement and providing supporting photographic evidence when appropriate.
• Work collaboratively with supplier and project supplier quality personnel to establish an appropriate path toward satisfactory disposition of identified nonconformances.
• Refer design-related or engineering-driven issues to the Responsible Engineer for technical evaluation and disposition.
• Verify corrective actions at the supplier facility using supplier-provided evidence along with independent observation by the SQR.
• Ensure open actions have clearly assigned ownership, target completion dates, objective closure evidence, and appropriate follow-up verification.
• Identify and report recurring findings, adverse trends, and emerging quality concerns.

Release, Reporting & Schedule Coordination

• Release conforming material for shipment in accordance with applicable requirements.
• Notify appropriate Company functional organizations to support coordination of related activities.
• Prepare timely, accurate, and objective surveillance reports documenting attendance, observations, inspections, findings, actions, and status.
• Provide early notification of quality concerns, fabrication risks, and potential schedule impacts to the Area Supervisor and project supplier quality personnel.
• Coordinate with area expediting personnel to ensure quality and fabrication progress information remains consistent and aligned.
• Support technology-enabled surveillance activities, including hands-free video collaboration, three-dimensional scanning, and model-overlay tools that enhance Engineering and project visibility into supplier facilities. These technologies supplement, but do not replace, in-person supplier surveillance and professional judgment.
• Maintain inspection assignments, notices of inspection, findings, certifications, photographs, and other applicable quality records in Company systems.

Required Qualifications

• Two years of related experience involving 2,000 hours of in-shop surveillance, examination, or testing activities; or
• High school diploma or equivalent and 1,000 hours of in-shop surveillance, examination, or testing activities; or
• Associate Degree, or the equivalent of two years of full-time college coursework in a related discipline, plus 500 hours of in-shop related experience in equivalent inspection, examination, or testing activities.
• Valid driver's license and ability to routinely travel to supplier facilities throughout the assigned territory.
• Ability to obtain and maintain client, facility, security, and/or export-control access as required.

Preferred Qualifications & Experience

• Experience working under moderate supervision and making independent, technically defensible quality determinations while at supplier facilities.
• Strong verbal and written communication skills, including the ability to prepare clear, factual, and auditable surveillance reports.
• Proficiency with word processing and spreadsheet applications, electronic reporting and assignment-tracking systems, and digital inspection photography.
• Additional in-shop quality surveillance, inspection, examination, or testing experience involving equipment and materials commonly used in the Company's marketplace.
• Experience with one or more of the following commodities:
• Structural steel and plate work
• Piping, spools, valves, and supports
• Pressure vessels, heat exchangers, tanks, skids, and modules
• Rotating equipment and packaged units
• Electrical and instrumentation equipment, including transformers, switchgear, and e-houses
• Protective coatings and linings
• Precast and prestressed concrete products
• Familiarity with applicable industry codes and standards, including:
• ASME Boiler and Pressure Vessel Code, Sections I, V, VIII, and IX
• ASME B31.1 and B31.3
• AWS D1.1
• API standards
• AMPP/SSPC coating standards
• Additional industry certifications, such as:
• ASNT Level II in one or more NDE methods
• AWS Certified Welding Inspector (CWI)
• AMPP/NACE Coating Inspector
• NPCA Production and Quality School certification

• ASME NQA-1
• Experience supporting engineering, procurement, and construction (EPC) projects in nuclear, energy, liquefied natural gas (LNG), mining and metals, or major infrastructure.
• Experience with supplier assessments, surveillance-level determination, supplier requalification, or supplier document and certification/data-book control.
• Experience working with international suppliers and translated technical documentation.
• Additional language skills relevant to assigned supplier locations are a plus.

Physical & Work Environment Requirements

• Ability to work safely in industrial fabrication and manufacturing environments with exposure to noise, heat, cold, dust, fumes, and moving equipment.
• Ability to wear required personal protective equipment (PPE) at all times while in supplier facilities.
• Ability to climb ladders and stairs and work at elevated locations.
• Ability to enter confined or restricted spaces when properly authorized and trained.
• Ability to stand and walk for extended periods.
• Ability to lift and carry inspection equipment weighing approximately 25 pounds.
• Vision and hearing, with correction as necessary, sufficient to perform visual inspections and witness examinations and testing.

Travel & Work Location

This is a field-based, travel-intensive position supporting multiple supplier facilities. The primary supplier coverage includes Rhode Island and the Pittsburgh, Pennsylvania area, with the position based geographically between Philadelphia and New England.

The successful candidate must be comfortable traveling routinely to supplier and vendor facilities and working independently in industrial fabrication environments.
