This position is located in the District Department of Transportation (DDOT), Traffic Control Officer Branch (TCO), Roadway Operations and Safety Division. The position serves as shift supervisor providing first (1st) line supervision by supporting the administrative and technical responsibility of the Branch as well as providing guidance and assistance to the second (2nd) line supervisor; assigns work to the subordinates by explaining and enforcing the multitude of traffic and safety regulations of the District of Columbia; and resolves problems and Issues relative to planning, logistics and traffic control activities. Assists with monitoring the day-to-day operation of the team to ensure that subordinate staff are trained in the operation and maintenance and schedules team and individual training. Promotes diversity and ensures fair and equitable treatment of all customers and employees.

Duties and Responsibilities

This incumbent communicates clear directives on the proper procedures and techniques directly through shift leaders and provides day-to-day supervision and guidance during the shift. Set goals and make assignments through the team leaders and administratively and technically direct the work of all subordinates. Plans work to be accomplished by subordinates; consults the supervisor when adjusting short-term priorities; and works with the supervisor when setting or negotiating deadlines and completion dates. Assists with reviewing internal control systems for compliance with established procedures and standards, and as required takes measures to correct deficiencies in productivity, accuracy, effectiveness and customer services; and keeps the supervisor informed of any operational deployment or coverage Issues that may impact flow of traffic for the protection of pedestrians and congestion.

This position monitors and reports on field activities/assignments and the status of work in progress, and reviews completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met including inspecting vehicles, uniforms and activity sheets. Assists with ensuring that program strategic plans, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work product and services; learns, researches and applies a wide range of qualitative and/or quantitative methods to Identify, assess, analyze; and Improve team effectiveness, efficiency and work products. Analyzes potential organizational problems or changing situations and recommends changes to improve customer and employee satisfaction to the supervisor.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possessat least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.Examples of specialized experience include ability to lead and supervise staff; application of Public Safety and Security including relevant equipment, policies, procedures and strategies to promote effective local security operations for the protection of people, property, and institutions.Knowledge of qualitative and/or quantitative methods for assessment and improvement of program effectiveness, and improvement of management processes and systems.

Supervisory experience preferred.

Licenses and Certifications

Must possess and maintain a valid driver's license.

Most of the work is done outdoors in all types of weather including rain, snow, and sleet, hot and cold temperatures. The incumbent stands in an intersection with traffic approaching from all directions while directing and managing pedestrian and vehicular traffic.The incumbent is exposed to noise and vehicular exhaust. The work requires extensive walking, hand-held computers and held radios, and belt mounted ticket devices.The incumbent is required to stand and maintain a position for extended periods of time.

Duration of Appointment: Management Supervisory Service -(MSS) -At-Will. All positions under this appointment serve at the pleasure of appointing authority and may be terminated at any time with us without cause.

Position Designation:The position has been deemed safety-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to criminal background check; traffic record check (as applicable); pre-employment drug and alcohol test; reasonable suspicion drug and alcohol test; post-accident or incident drug and alcohol test; random drug and alcohol test; and return-to-duty or follow-up drug and alcohol test.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. The incumbent wears a uniform and a badge. Employees are required to work rotating shifts, to include evenings, nights, weekends, and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employment agency with a telephone number where they can be reached.
