Summary

Qualifications

To qualify for this position - applicants must meet all requirements by the closing date of this announcement - 10/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation - but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include - but are not limited to: Perform supervisory responsibilities - including assigning and reviewing work - establishing short- and long-term priorities - developing work schedules - evaluating performance - creating work improvement plans - and providing consistent feedback and coaching. Administer analytical and evaluative methods to assess and enhance the efficiency and effectiveness of program operations. Develop and execute large operating budgets - including conducting cost analyses - forecasting expenditures - evaluating operational and staffing needs - and identifying cost-saving opportunities. Prepare and compose clear - concise - and technically sound documents and reports for diverse audiences - including executive leadership - VISN and Central Office officials - and legislative stakeholders. Engage with diverse internal and external stakeholders across multiple levels of leadership. Duties
  • Duties include - but are not limited to: Exercises supervisory authorities and responsibilities involving work assignment and review - as well as the administrative and personnel management functions relative to the staff which are clearly communicated through the formal employee performance management systems
  • Serves as a primary resource to the Pentad and the Chief - Community Care for projects related to OCC/purchased care in the community - a complex healthcare care coordination system with a growing budget of over $100 million dollars
  • Identifies healthcare service access concerns independently - as a result of thorough analyses of resources (health care providers - facilities - and ancillary services compared to budgeted resources) prepares and implements plans for resolution
  • Provides oversight and assists staff - as needed - in the development of improved automated - computerized managerial reports and reporting techniques
  • Provides direct oversight of OCC work with the Managerial Cost Accounting (MCA) section in order to provide accurate and efficient labor mapping and supply mapping data - as well as to find ways to improve the mapping process to ensure all workload is properly captured through needed adjustments
  • Reviews the accuracy and adequacy of current financial - costing - and managerial reports and is responsible for quality assurance of all statistical reports and related data as they apply to higher level management
  • Serves as a liaison for the clinical services - as those services are related to the management of OCC funds - development of provider contracts - creation of service lines - and physician/provider relations
  • Work Schedule: Monday - Friday 8:00 am - 4:30 pm (Subject to change based on the needs of the Agency) Telework: This position may be authorized for telework
