Job summary

The Walter Reed Army Institute of Research in Silver Spring, MD, seeks a candidate for an obligated position focusing on logistics and medical materiel supply management in support of a military mission.

About the Position:

The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of War and Defense Health Agency requirements and delivers lifesaving products including knowledge, technology and medical materiel that sustain the combat effectiveness of the Warfighter.

Position Obligations:

This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.

Payband Information:

WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 payband is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

Qualifications:

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:

One year of specialized experience which includes (1) performing logistics management functions in support of a medical mission; (2) conducting analysis in support of medical materiel supply management and/or logistics operations; and (3) participating in the implementation of policies and procedures relative to medical materiel supply management programs and/or logistics operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education:

Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (You must attach a copy of your transcripts)

Combination of Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
