Job summary

The U.S. Department of Veterans Affairs’ Sheridan VA Healthcare System seeks a Supervisory Projects Engineer to lead project management for design and construction of hospital and support environments.

The role ensures safe, reliable, and precisely controlled operating conditions for direct patient care through management of renovation programs. Requirements include an engineering or architecture degree (ABET-accredited preferred) and licensure or qualifying credentials.

Qualifications

• Engineering or Architecture degree required with ABET or equivalent accreditation.
• Professional licensure or ability to obtain licensure as PE or Architect preferred.
• Experience with design, construction, and capital improvement programs.

Responsibilities

• Plan, organize, direct, evaluate, and manage the Engineering Service Project Section.

Summary

The Supervisory Projects Engineer at the Department of Veterans Affairs (VA) Healthcare System - Sheridan VA Healthcare System. ensures safe - reliable - and a precisely controlled operating environment for direct patient care through management of a design and construction program to build and renovate hospital and support environments.

Qualifications

Basic Requirements:

• United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy


• Education: Bachelor's degree or higher in Engineering or Architecture


• To be acceptable - the curriculum must be from a school with at least one 3 curriculum accredited by the Accreditation Board for Engineering and Technology - Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum


• Examples of acceptable engineering and architectural degrees include - but are not limited to: Electrical Engineering - Mechanical Engineering - Biomedical Engineering - Civil Engineering - Architecture and Architectural Engineering


• Titles may vary from educational institutions and change over time


• OR Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree


• Evidence can be in the form of an Engineering in Training certificate issued from any State - the District of Columbia - Guam or Puerto Rico - or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score


• OR Evidence of current professional registration or licensure as a Professional Engineer or Architect


• Evidence of current professional registration or licensure can be from any State - the District of Columbia - Guam or Puerto Rico

• Experience


• One year of experience equivalent to the next lower grade

• In addition to meeting the experience requirements for this grade level - the candidate must fully demonstrate the following KSAs: (a) Knowledge of data analysis techniques related to managing workload - quality - performance and productivity within the area of responsibility


• Knowledge related to the management of overall department resources - (i.e. - finances space - equipment - supplies - schedules and staffing) at the local level


• Knowledge of the full range of supervisory duties - which include responsibility for assignment of work - performance evaluations - selection of staff - training and development - recommendation of awards - advancements and disciplinary actions


• Skill in using effective communication in managing interpersonal relationships - leading and dealing with employees - team leaders - labor representatives and managers


• Ability to balance multiple responsibilities - set priorities - delegate tasks - meet multiple deadlines - analyze organizational problems and develop and implement effective solutions that result in efficient operations


• Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management


• Ability to recognize and assess evolving scenarios - utilizing initiative - self-direction and assigned resources to affect resolutions


• Preferred Experience: The ideal candidate has experience managing construction projects and familiar with construction safety practices

• Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices - training rooms - and libraries The work area is adequately lighted - heated - and ventilated The Chief Engineer must also work outdoors in all types of weather There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites The work is primarily sedentary - although some physical effort may be required - e.g. - walking - standing - climbing ladders - stooping - kneeling - and carrying light items such as manuals or briefcases - or driving or traveling by motor vehicle.

Duties

• Engineering Project Management and Administration: This position is responsible for the planning - organizing - directing - evaluating - and management processes for the Engineering Service Project Section that includes setting qualitative and quantitative standards


• Provides technical advice on a wide range of engineering issues - including the Strategic Capital Investment Plan - Capital Asset Inventory - Capital Asset Resource Survey - Deferred Maintenance - and a myriad of engineering related topics


• Is a member of and participates on station - VISN - and national committees and work groups


• In this capacity the Supervisory Projects Engineer meets with others on the committee from throughout the Medical Center - around the country - and representatives from VACO and the VHA HEFP Enterprise Support Services


• As part of the Engineering planning team - the Supervisor - Projects Section supports the Strategic Capital Investment Planning (SCIP) process


• Within projects section - responsible for providing professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center for all design and construction projects


• These requirements include Federal (e.g. - OSHA - EPA - Food and Drug Administration - etc.) - state - and local authorities having specific jurisdiction concerning protection and quality of life and environment - as well as accrediting bodies (e.g. - Joint Commission - College of American Pathologists - etc.)


• Provides Engineering/Architectural and Construction Administration Oversite This position receives administrative direction from the Chief - Engineering Service with assignments in terms of broadly defined project related functions


• This position is responsible for the implementation of the Medical Center's capital improvement program


• Identified needs are individually transformed to engineering requirements - estimated - accomplished locally - or recommended as part of a comprehensive plan for agency funding


• Develops technical data regarding materials - sizes - dimensions - quantities - and costs to be incorporated in formal specifications


• Conducts site visits


• Ensures construction is conducted in accordance with established specifications including but not limited to VA Construction and Facilities Management (CFM) Standards - American Institute of Architects (AIA) - Facility Guidelines Institute (FGI) - American Society of Heating Refrigeration and Air-Conditioning Engineers (ASHRAE) standards - US Pharmacopeia (USP) 797/800 Standards


• Prepares correspondence - technical reports - estimates - fact sheets - status reports - and schedules as required to complete project assignments


• Consults with contractor personnel to resolve difficult and complex unforeseen problems and latent conditions encountered during construction


• Research - Analysis and Budgeting/Financial Management Work and Special Projects Researches and/or analyzes problems - issues - or program requirements related to all areas of the facility and all facets of Projects Engineering Section


• Provides expert analysis and advice for complex program issues
