Job summary

Headquarters, Air Force Reserve Command seeks an Air Reserve Technician (ART) officer to serve as a full-time civilian employee, while also holding a Reserve assignment. The incumbent will be aligned to unit training assemblies and perform ART duties within the flying operations domain.

Candidates must meet extensive KSAs, flying hours, ratings and qualifications, with opportunities to contribute to air operations planning, safety, and mission readiness.

Qualifications

• Three years of progressive experience in a flying component of the US military.
• Experience formulating plans and policies for operation/training of air units.
• At least one year at a level of difficulty comparable to GS-13 in the Federal service.
• Must hold or qualify for a USAF Pilot or Navigator rating.
• Must hold a valid USAF instrument rating.
• Total flying time of 2,000 hours or 1,300 hours primary.

Job description

Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Specialized Experience

• Three years of progressively responsible experience in a flying component of the US military establishment in assignments that normally would qualify for progression into the position of Wing Operations and Training Officer or its equivalent. This experience must have included assignments wherein the applicant was required to have demonstrated ability to formulate plans and policies pertaining to operation and training of search/rescue, tanker, transport, fighter, specials operations, bomber, or reconnaissance units; operation of flying training schools; or aircraft performance programs. At least one year of specialized experience must have been of a level of difficulty and responsibility comparable to that of the GS-13 in the Federal service.

Substitution

• Completion of Air Force pilot or navigator training or equivalent training in other US military establishments for heavier-than-air aircraft may be substituted for one year of general experience.
• Satisfactory completion of Air War College, Air Command and Staff College, or equivalent in another of the US military establishments, may be substituted for one year of specialized experience.
• Each year of service in a Reserve component of the US military establishment in assignments that normally would result in progression into the position of Aircraft Operations Officer, and in which the flying requirements specialized by Air Force regulation have been met, may be credited for three months of general or specialized experience. The substitution, may not be made for periods of Reserve service which occurred concurrently with periods of fulltime experience for which credit is assigned.

Certification

• Must hold or qualify for a USAF Pilot or Navigator rating and be currently qualified in multi-engine or jet engine aircraft, as appropriate, within the past 36 months for non-Federal applicants and within the past 60 months for current Federal employees.

Minimum Instrument Hours Required

• Must hold a valid USAF instrument rating or other equivalent military or civilian rating.

Minimum Flying Hours

• Applicants must have logged 2,000 or more total flying time as a Pilot or Navigator (combat systems officer) (accumulation of primary, secondary, instructor, evaluator, simulator, student and other time) or 1,300 hours Primary Flight Time (accumulation of primary, secondary, instructor and evaluator time). Current Federal employees must be mission qualified on flying status within the past 60 months. Non-Federal employees must have actively flown within the past 36 months.

Knowledge, Skills and Abilities (KSAs)

• Knowledge of and skill in the application of rated aviator expertise, as a pilot.
• Knowledge of flying operations, command center communications, intelligence procedures, aeromedical evacuation, and current operations which includes worldwide deployment of aircraft, and the relationships of the various Air Force Reserve entities, other MAJCOMS and Air Force in overall planning and execution of military operations and evaluations.
• Knowledge of capabilities, limitations, and techniques for employment of unit-assigned aircraft.
• Ability to plan, organize, and direct flight operations functions; mentor, motivate, and appraise staff through subordinate supervisors.
• Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet programs require and objectives within available resources.
• Ability to communicate effectively both orally and in writing.
• Knowledge of safety and security regulations, practices, and procedures.
