Job summary

Jobtailor seeks a Senior Regulatory Affairs Manager to lead and oversee the regulatory function within a managed care context in California.

You will mentor a team, manage regulatory submissions with CMS, DHCS, DMHC and Covered California, and drive enterprise-wide compliance and audit readiness through collaboration across functions. Required are a Bachelor's degree, CHC preferred, with ability to travel within the US as needed.

Qualifications

  • Minimum 3 years in a managed care health plan or related field with CMS/DHCS/DMHC knowledge.
  • Experience engaging with regulatory agencies and managing inquiries/submissions.
  • Solid understanding of Medi-Cal, Medicare, Title 19/22/28/42 regulations.

Responsibilities

  • Provide leadership and operational oversight for the Regulatory Affairs function
  • Manage day-to-day activities of regulatory compliance professionals
  • Mentor, coach, and conduct performance reviews for direct reports
  • Maintain compliance with CMS, DHCS, DMHC, and Covered California
  • Serve as liaison to regulatory agencies and support regulatory interactions
  • Analyze and interpret regulatory policy guidance for business units
  • Collaborate cross-functionally to support enterprise-wide compliance and audits
  • Monitor legislative and regulatory developments and communicate impacts
  • Support regulatory audits, agency calls, and follow-up activities
  • Oversee regulatory deliverables across lines of business
  • Manage recruitment, skills development, performance evaluation, and workforce planning
  • Design and implement standard work processes and quality controls (AI workflows)
  • Support policy and procedure reviews and refinements
  • Guide interpretation and implementation of evolving guidance and obligations
  • Represent department on committees and regulator engagements
  • Collaborate with Government Affairs on trade association inquiries
  • Identify risks and develop corrective action plans
  • Co-manage enterprise regulatory reporting calendar and submissions
  • Perform other duties to support Health Plan operations

Job description

  • Serve as secondary liaison to regulatory agencies and support regulatory interactions
  • Analyze and interpret regulatory policy guidance for Business Units
  • Collaborate cross-functionally to support enterprise-wide compliance, risk mitigation, and regulatory audit readiness
  • Monitor and communicate emerging legislative, regulatory, and administrative developments
  • Support regulatory audits, agency calls, and follow-up activities
  • Oversee regulatory deliverables across assigned lines of business
  • Manage recruitment, skills development, performance evaluation, and workforce planning
  • Design and implement standard work processes and quality controls, including AI response monitoring workflows
  • Support policy and procedure review and refinement
  • Guide interpretation, communication, and implementation of evolving regulatory guidance and contractual obligations
  • Represent the department on internal and external committees, workgroups, and regulator engagements
  • Collaborate with Government Affairs on trade association inquiries
  • Identify regulatory risks and non-compliance and develop, implement, and track corrective action plans
  • Co-manage the enterprise regulatory reporting calendar and ensure timely, accurate submissions
  • Perform other duties required to support Health Plan operations and department business needs
Requirements
  • Minimum of three (3) years of progressively responsible experience within a managed care health plan or closely related industry, with direct, hands-on expertise in compliance requirements established by CMS, DHCS, DMHC, and/or Covered California required
  • Demonstrated experience engaging directly with regulatory agencies, including managing inquiries, submissions, and regulatory interactions
  • Extensive experience in health care delivery systems, including Medicaid Managed Care Plans (MCPs), Medicare Advantage, Medicare Part D, Special Needs Plans (SNPs), and/or Commercial Managed Care
  • Bachelor's degree from an accredited institution required
  • Master's degree from an accredited institution preferred
  • Certified in Healthcare Compliance (CHC) or successful completion to obtain within one (1) year of employment
  • Valid California Driver’s License preferred
  • Demonstrated knowledge of advanced principles and practices of managed care operations
  • Deep understanding of Federal and State regulatory frameworks governing Medi-Cal (Medicaid), Medicare, and related statutory and regulatory authorities, including Title 19 (USC) / Title 29 (USC and CFR), Title 22 (CCR), Title 28 (CCR), Title 42 (USC and CFR), California Welfare and Institutions Code (WIC), and the California Health and Safety Code
