The Purchasing department of the Long Beach Community College District is seeking highly-qualified individuals to be our Supervisor, Purchasing and Contracts! The incumbent supervises, organizes, coordinates, and assists in directing districtwide policies and procedures for contract development, formal bidding processes, and purchasing. Under the direction of an assigned administrator, the incumbent trains, supervises, and evaluates procurement personnel and also coordinates and ensures purchase orders, contracts, formal bids, Requests for Quotes (RFQ) and Requests for Proposals (RFP) activities comply with applicable State and local codes, regulations, policies, ethical standards and guidelines. Experience in an academic setting is highly desirable.

  • Type of position:Full time (40 hours/week) / Exempt / Non-Represented
  • Position Status: Permanent
  • Schedule: Monday-Friday, 8:00 AM to 5:00 PM
  • Location: Liberal Arts Campus (LAC) but will support both campuses
  • Salary:Range 6, $88,940.00 - $121,179.00 Annually (3% COLA PENDING BOARD APPROVAL ON 9/9/26 $91,608.00 - $124,814.00)
  • Eligibility list: Will be valid for 6 monthsonce approved or ratified by the Personnel Commission. We reserve the right to use the established eligibility list for vacancies (permanent and temporary) in this classification as well as related classifications.
  • Advanced salary placement: Generally, new employees start at the first step on the salary schedule. Advanced salary placement may be considered on a case-by-case basis.

GENERAL PURPOSE

Under the direction of an assigned administrator, supervises day-to-day purchasing and contract operations, including competitive bidding and public works. Coordinates and ensures the compliant execution of purchase orders, contracts, bids, Requests for Quotes (RFQ), Requests for Proposals (RFP), and Board items in accordance with applicable laws, regulations, policies, ethical standards and guidelines. Assists in developing, implementing, and maintaining districtwide purchasing and contracting policies and procedures. Leads, trains, and evaluates professional, technical, and clerical staff, and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

The Supervisor, Purchasing and Contracts serves as the operational lead for District purchasing and contracting, ensuring consistent, timely, and compliant execution of procurement processes districtwide. The incumbent oversees daily operations, development of complex formal bid specifications, process improvement, and staff supervision, exercising sound independent judgment within applicable laws, regulations, and District policies.

Education, Training and Experience:

Bachelor's degree in business, economics, public administration, paralegal studies, or a closely related field and three (3) years of increasingly responsible experience in purchasing operations and/or developing and administering public agency contracts, with one (1) of those years serving in a lead role; or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements:

Requires a valid California driver's license and the ability to maintain insurability under the District’s vehicle insurance policy.
