Qualifications

Position Description:

The Supervisor, Benefits is responsible for leading the administration, compliance, communication, and continuous improvement of employee benefit programs, including health and welfare plans, retirement programs, leave administration, wellness initiatives, retiree benefits, and related trust activities.

This position provides day-to-day leadership and oversight of the Benefits team, ensuring the delivery of exceptional service to employees, retirees, leaders, and external stakeholders.

The Supervisor serves as a strategic partner to Human Resources leadership, contributing to the development and implementation of benefits strategies that support organizational objectives, employee engagement, talent attraction, and retention.

This role oversees vendor relationships, ensures regulatory compliance, drives process improvements, and develops team capabilities while maintaining the highest standards of confidentiality and customer service.

Key Responsibilities:
Benefits Plan Design & Strategy

Evaluates industry trends, market practices, regulatory developments, benchmarking data, and participant experience to assess plan competitiveness, effectiveness, engagement, and cost-management opportunities.

Develops data-driven business cases and recommendations for benefit program design, costs, funding, risks, and operational improvements in partnership with Total Rewards leadership.

Contributes operational insights and trend analysis to the Total Rewards and Benefits strategy and leads implementation of approved plan changes.

Benefits Administration & Employee Experience

Oversee accurate, timely, and participant-focused administration of employee and retiree health and welfare plans, retirement programs, leave administration, wellness initiatives, and related trust activities.

Reviews and approves complex transactions, analyses, communications, and recommendations and ensures consistent interpretation of plan provisions, policies, procedures, and collective bargaining agreement requirements.

Leads annual benefits activities and approved program changes, including Open Enrollment, vendor and system implementations, compliance initiatives, and employee education.

Oversee plan funding, trust administration, actuarial valuation support, and related financial reporting requirements.

Partners with Labor Relations and HR Business Partners on union-specific benefits, retiree programs, leave and wellness provisions, bargaining preparation, consultation, and communications.

Compliance, Governance, Risk & Vendor Management

Ensures benefit programs comply with applicable federal and state requirements, including ERISA, ACA, HIPAA, COBRA, FMLA, ADA, USERRA, IRS, and DOL regulations.

Oversee regulatory filings, notices, disclosures, reporting, audit documentation, and internal controls; coordinates responses to audits and governmental inquiries and implements risk-mitigation actions.

Partners with Finance and Accounting on budgeting, forecasting, rate-case support, financial analysis, invoice and purchase-order approval, reconciliations, and benefit-related financial controls.

Manages vendors, consultants, actuaries, trustees, administrators, and service providers through performance reviews, service-level monitoring, issue resolution, and contract-compliance oversight.

Supports vendor sourcing, RFPs, selection, contracting, implementation, and ongoing service evaluation.

Analytics, Technology & Project Delivery

Oversee accurate benefits data, metrics, dashboards, and reporting and use analytics to identify trends, evaluate program and service performance, and support decisions.

Partners with HR Systems & Analytics to improve benefits technology, integrations, automation, and reporting, including requirements, data validation, testing, implementation, production support, and optimization.

Leads cross-functional benefits projects and continuous-improvement initiatives, managing scope, milestones, risks, stakeholder coordination, change activities, and results.

Team Leadership & Development

Leads, coaches, and develops Benefits team members by setting performance expectations, providing feedback, managing performance, and supporting succession and professional-development plans.

Establishes priorities, allocates workload, monitors service delivery, and serves as the escalation point for complex or high-risk matters.

Builds team capability and continuity through training, knowledge sharing, cross-training, team meetings, and clear communication of organizational and program updates.

Promotes accountability, collaboration, innovation, customer service, and continuous improvement while supporting affiliates in accordance with the UNS Energy Code of Conduct, policies, and procedures.

Knowledge, Skills & Abilities:

Minimum Qualifications:

Experience leading or contributing to benefits projects, implementations, and process improvement initiatives.

Advanced analytical skills with experience interpreting benefits data, dashboards, or metrics.

Strong problem-solving and organizational skills.

Excellent written, verbal, presentation, and interpersonal communication skills.

Ability to effectively manage multiple priorities and deadlines while maintaining high levels of accuracy and customer service.

Demonstrated ability to influence stakeholders and build collaborative partnerships across the organization.

Proficiency with enterprise HR systems (e.g., Workday).

Preferred Qualifications:

Certified Employee Benefit Specialist (CEBS), SHRM-SCP, SPHR, CBP, CCP, or other relevant professional certification.

Experience with pension administration, trust management, actuarial valuation support, and regulatory reporting.

Experience leading or contributing to HR technology implementations or benefits system conversions.

Experience with Workday reporting, dashboards, or benefits configuration.

Utility industry experience.

Experience working in a unionized environment or administering benefits governed by collective bargaining agreements.
