THE DEPARTMENT:

Facilities Planning and Management (FP&M) leads campus efforts in the planning, development, and maintenance of the university’s natural and built environments in support of its academic mission. The department works to preserve and enhance CPP’s history, aesthetics, physical assets, and natural ecosystems through coordinated planning, design, construction, and maintenance of buildings, transportation systems, infrastructure, landscaping, and other campus improvements. Acting as an advocate for the university and its auxiliaries, FP&M ensures that facilities projects and services meet scope, budget, operational, functional, and regulatory requirements. Comprised of approximately 160 facilities professionals, FP&M also provides ongoing facilities operations and maintenance services, including custodial services, landscaping, recycling, building and mechanical trades, energy and utilities management, and fleet and automotive services.

DUTIES AND RESPONSIBILITIES:

Vehicle and Equipment Maintenance Operations

• Supervise and coordinate the work of skilled automotive and equipment mechanics, as well as semi-skilled and unskilled maintenance staff engaged in the maintenance, repair, and modification of automotive, maintenance, landscape, agricultural, and construction equipment, machinery, and tools.
• Assign and prioritize work, monitor productivity, and inspect completed repairs to ensure compliance with safety standards, operational requirements, and manufacturer specifications.
• Provide customer service and maintain effective working relationships with internal customers, vendors, and service providers.
• Perform and oversee diagnostic, repair, and modification work consistent with industry standards for automotive and heavy equipment maintenance.
• Repair responsibilities include, but are not limited to, automatic transmissions, body and body systems, brake systems, chassis, suspension and steering systems, driveline components, electrical systems, engines, hydraulic systems, and fabrication, machining, and welding activities.
• Ensure repairs are completed accurately, safely, and efficiently to maintain fleet reliability and operational readiness.
• Plan, schedule, perform, and oversee preventive maintenance services for fleet vehicles and equipment in accordance with manufacturer recommendations and industry best practices.
• Services include, but are not limited to, oil and filter changes, transmission servicing, battery maintenance, cooling system servicing, chassis lubrication, differential servicing, engine tune-ups, fuel injection system maintenance, hydraulic fluid replacement, vehicle cleaning, inspections, and preventive maintenance recordkeeping.
• Monitor maintenance schedules to maximize equipment performance, reliability, and service life.

Fleet Management and Asset Administration

• Maintain and administer the computerized maintenance management system (CMMS) and supporting manual recordkeeping systems in collaboration with Customer Service, Facilities Planning & Management leadership, and administrative staff.
• Track vehicle and equipment utilization, condition, maintenance history, inspections, labor, parts inventory, materials, and purchasing activities.
• Coordinate and process orders for parts, materials, supplies, and other maintenance-related items necessary to support the repair, preventive maintenance, and operational needs of fleet vehicles and equipment.
• Analyze maintenance data and prepare operational, financial, and compliance reports to support fleet management decisions and asset planning.

Fueling Station Operations

• In collaboration with the Director of Operations & Maintenance, oversee the computerized fueling station management system and associated fueling infrastructure.
• Monitor fuel usage, inventory levels, fueling station operational status, underground storage tank leak detection systems, and equipment performance.
• Maintain accurate records and prepare reports to ensure efficient operations, environmental compliance, and uninterrupted fueling services for fleet vehicles and equipment.

Regulatory Compliance and Stakeholder Coordination

• Serve as the primary liaison with federal, state, local, and CSU systemwide agencies regarding fleet operations, vehicle maintenance, fueling station management, environmental compliance, and automotive repair regulations.
• Coordinate inspections, audits, and required reporting to ensure compliance with all applicable laws, regulations, and CSU fleet policies.
• Monitor and coordinate compliance with CSU fleet management policies, including vehicle acquisition, utilization, replacement planning, maintenance standards, and fuel management.
• Ensure adherence to regulations governing government fleets, including emissions requirements, alternative fuel and sustainability mandates, idling restrictions, underground storage tank compliance, hazardous waste handling, and air quality standards.
• Maintain accurate fleet records and support reporting related to vehicle inventory, fuel usage, greenhouse gas emissions, maintenance activity, and regulatory inspections.
• Monitor changes in laws, regulations, executive orders, and CSU systemwide fleet policies and update FPM leadership accordingly.
• Collaborate with campus departments, vendors, CSU administration, and regulatory stakeholders to ensure fleet operations, fueling infrastructure, and maintenance activities remain compliant, efficient, and aligned with operational and sustainability goals.

QUALIFICATIONS:

• DL NUMBER - Driver License, Valid and in-state valid California driver's license required
• In addition to the experience required of a Lead Automotive/Equipment Mechanic, the abilities of the Supervising Automotive/Equipment Mechanic normally would be acquired through three or more years of experience as a journey-level automotive or equipment mechanic, including one to two years in a lead or supervisory capacity.
• In addition to the knowledge required of the Lead Automotive/Equipment Mechanic, the Supervising Automotive/Equipment Mechanic must possess a thorough knowledge of effective supervisory practices and techniques; working knowledge of job design and work sequencing applicable to an automotive or mechanical equipment shop; working knowledge of alternative fuel vehicle technology; thorough knowledge of applicable state and federal safety codes pertaining to mechanic shops; working knowledge of campus policies and programs applying to maintenance of campus fleet vehicles; and working knowledge applicable state and federal laws and regulations related to automotive and equipment oversight and maintenance.
• In addition to the abilities required of the Lead Automotive/Equipment Mechanic, the Supervising Automotive/Equipment Mechanic must be able to maintain currency in equipment innovations and advances and provide technical leadership; plan and direct the work of skilled workers and their semi-skilled and unskilled assistants; determine and coordinate staffing, material and equipment needs for multiple jobs and projects; and ensure the accuracy and maintenance of assigned record-keeping systems.

PREFERRED QUALIFICATIONS:

• Advanced knowledge and experience using fleet maintenance and diagnostic systems and tools, such as TMA (The Maintenance Authority), Microsoft Excel, Mitchell OnDemand, Gasboy PCCFM, Gasboy CFN2, onboard vehicle systems, flow charts, and vehicle diagnostic equipment.
